About the Role
The Uber Transit team partners with public transit agencies and city governments around the world to build more efficient, accessible, and equitable public transportation networks for the millions of people who depend upon them!
In many cases, we help agencies launch subsidized on-demand transportation programs using Uber for Business products-empowering them to offer flexible, rider-friendly services without the need to operate their own fleets. These solutions help agencies close service gaps, reduce costs, and improve mobility access for their communities.
We are looking for a sharp, highly motivated individual to run responses to government solicitations, start to finish. The ideal candidate has strong attention to detail and is a fast-paced teammate who is excited to work with internal and external partners to develop and pitch solutions that will enhance the public transit experience.

What You'll Do
- Identify and analyze solicitations (RFP, RFI, RFQ, ITT, EOI, ITQ, etc.) to assess opportunity viability, evaluate product-market fit, and shape response strategy.
- Lead and manage end-to-end proposal development, including creating project plans, coordinating internal stakeholders, and ensuring timely delivery.
- Write and compile compelling proposal content-project descriptions, scope of services, team bios, pricing, visuals, and executive summaries-tailored to public sector needs.
- Collaborate cross-functionally with Sales, Product, Legal, and Operations teams to align proposal content with current capabilities and strategic priorities.
- Maintain a centralized proposal content and sales enablement library and contribute to the development of reusable, high-quality content and templates.
- Prepare Sales Executives for pre-bid meetings, interviews/demos, and post-award briefings; act as a key liaison between transit agencies and internal teams.
- Advocate for agency partners by deeply understanding their goals and ensuring Uber's proposals reflect those needs and translate into successful partnerships.
Basic Qualifications
- 4+ years of experience in project management, technical writing, public/sector government procurement, or grant writing
- Proficiency in Google Workspace (Docs, Sheets, Slides)
- Bachelor's degree
Preferred Qualifications
- Global public transit related experience
- A demonstrated interest in public transportation, government partnerships, or civic technology; passion for improving mobility access
- Experience with Adobe Creative Suite (Acrobat, Illustrator, Photoshop)
- Master's degree in a relevant field such as transportation, urban planning, public policy, writing, business, and marketing and communications
- Familiarity with Salesforce and CRM tools
- SQL and data analysis skills are a plus, especially for evaluating transit performance and proposal metrics.
- Sales enablement experience
- Exceptional writing and editing skills, with the ability to distill complex information into clear, concise, and persuasive narratives tailored to government audiences
- Strong organizational skills and attention to detail, with a proven ability to manage multiple high-stakes deadlines in a fast-paced environment
For Atlanta, GA-based roles: The base salary range for this role is USD$103,000 per year - USD$114,500 per year.
For Chicago, IL-based roles: The base salary range for this role is USD$116,000 per year - USD$128,500 per year.
For Dallas, TX-based roles: The base salary range for this role is USD$116,000 per year - USD$128,500 per year.
For New York, NY-based roles: The base salary range for this role is USD$129,000 per year - USD$143,000 per year.
For San Francisco, CA-based roles: The base salary range for this role is USD$129,000 per year - USD$143,000 per year.
For Seattle, WA-based roles: The base salary range for this role is USD$116,000 per year - USD$128,500 per year.
