Employment Counsel (EMEA)
About the Role
Employment counsel to support Uber's operations across the Middle East and Africa (MEA).
The role will be based in Dubai and will split between traditional employment legal work (partnering with our People functions, including HR, ER, Benefits and Compensation), and supporting our core business lines and platform economy initiatives. You will work closely with the wider MEA Legal and EMEA Employment Legal Team.
It is anticipated that the work will be mostly on traditional employment legal work, with a split of 60/40 compared to the core business lines work. This may vary depending on business needs.
The successful candidate will play a critical role in helping Uber deliver on its people strategy, while also safeguarding and enabling our business model as we expand across the region. What the Candidate Will Do
- Provide day-to-day employment law advice to People functions (HR, ER, Benefits, Compensation, etc.) across the MEA region, including:
- Advising on hiring, performance management, disciplinary actions, grievances, and terminations.
- Supporting policy design and roll-out (e.g., codes of conduct, DEI initiatives, hybrid work policies).
- Implementing and localizing global employment initiatives and compliance projects.
- Managing and advising on employment disputes, audits, inspections, and litigation.
- Advise on legal issues impacting Uber's business operations in MEA, including market expansions, regulatory developments, labor inspections, and litigation.
- Assess and advise on reclassification risks and employment law implications of new products and initiatives developed by global teams.
- Do research on new legislation, advise on impact for the business, and work with policy teams to minimize impact and identify opportunities to improve the quality of independent flexible work in the region.
- Partner with cross-functional stakeholders (Legal, Compliance, Public Policy, and Business teams) to align employment law considerations with strategic business objectives.
- Monitor employment law trends across MEA, proactively identifying potential risks and opportunities for Uber.

What the Candidate Will Do
- Qualified employment lawyer with 5 to 8 years of employment law experience, with prior exposure to MENA (two or more markets among UAE, KSA, Kuwait, Bahrain, Qatar, Egypt, Iraq, Morocco, Pakistan, Jordan).
- Fluent in English, proficiency in Arabic is a strong plus.
- Strong organizational skills with the ability to manage multiple projects independently and under tight deadlines.

- Experience working in-house, particularly within a multinational or fast-paced technology company, is a plus.
- Demonstrated interest in the gig economy, digital platforms, and evolving employment models in MEA.
- Strong communication, influencing, and problem-solving skills, with a strong ability to build relationships, gain credibility and partner with others.
- Collaborative team player with intellectual curiosity and a pragmatic, business-oriented approach to legal problem-solving.
- Enthusiasm for taking on new responsibilities, even if outside areas of expertise.
