We're currently seeking a Procurement Manager to join our logistics procurement team, responsible for logistics service procurement in the UK
Responsibilities
- According to business needs, based on the group procurement system, build the entire TikTok Shop Logistics service provider , quality inspection, warehousing, distribution service provider procurement via bidding system;
- Build a service provider sourcing system for warehousing, distribution, quality inspection, equipment and consumables, integrate high-quality resources in the industry, and formulate access/quasi-exit mechanisms, assessment optimization mechanisms, SOP/KPI and other systems;

- Establish a management system for each service provider, cooperate with upstream and downstream departments, and improve the service quality indicators of service providers through data and other operation methods;
- Manage the procurement via bidding process, and be responsible for the business analysis, negotiation and contract negotiation of the procurement via bidding project;
- Cooperate with the internal audit compliance department to optimize the procurement via bidding process, and empower business to achieve fast procurement via bidding, reduce costs and improve efficiency.
Qualifications
Minimum Qualifications
- Bachelor degree or above, with more than 5 years of relevant experience in procurement via bidding and management of warehouse, distribution and quality inspection service providers in e-commerce platform enterprises;
- Have a deep understanding of e-commerce procurement via bidding, have rich domestic and high-quality storage, distribution, quality inspection, equipment and consumables service provider resources, and have excellent negotiation skills;
- Have excellent experience in building procurement via bidding system, as well as a business sense of full compliance process and link control to ensure full link standardization and compliance;
- Profound project management experience and problem solving ability, highly sensitive to data, able to quickly respond to various procurement via bidding requirements;
- Have excellent interpersonal communication and coordination skills, strong language and writing skills; have certain resource integration ability and business promotion ability;
- Good team cooperation, independent handling of affairs and cross-departmental project cooperation ability.
Preferred Qualifications
- Data-centric with strong analytical skills: capable of building models to identify trends, use historical learnings for future planning, and assess and mitigate risks using data-driven decisions.
- Excellent problem-solving skills: capable of identifying, assessing, writing and discussing risks with recommendations for improvement with the intention of solution design and delivering results.
- Excellent stakeholder management skills: Collaborate with cross-functional teams and external contractors to set clear expectations, align project priorities and milestones, drive accountability for metric and ops KPI's.
- Strong change management skills: Capable of processing requests, adapting processes, handling timelines and building supporting mechanisms for change.
