Resource Efficiency (Capacity Planning) Global Lead - AI Data Service and Operations

The Business Insights and Optimisation (BIO) team is part of our AI Data Service and Operations (ADSO) team that provides safety and non-safety data annotation services, search operation services, and customer services for ByteDance's international products, helping them to build their own data ecological security.
About the role
As the Resource Efficiency (Capacity Planning) Global Lead , you will lead resource planning teams globally, manage/mentor/lead analysts to all kinds of annotation and labeling projects in TikTok.
Responsibilities
- Capacity & Workforce Planning: Lead the end-to-end capacity planning process across ADSO, ensuring alignment with business forecasting principles and operational demands.
- Process Design and Optimization: Design and refine planning workflows to improve forecasting accuracy and granularity, integrating best practices and continuous improvement methodologies.
- Stakeholder Alignment: Partner closely with Lines of Business (LoBs) and cross-functional stakeholders to align capacity plans with business priorities, balancing quality, cost, and operational agility.
- Reporting & Insights: Own the creation and governance of monthly reports to different requestors, delivering clear, auditable breakdowns of headcount and cost allocations, as well as relevant insights. Ensure data aligns with operational delivery, contractual commitments, and planning assumptions.
- Resource Optimization: Develop and implement scalable frameworks to improve resource utilization, reduce operational inefficiencies, and drive productivity across internal and partner teams.
- Data Governance & Systemization: Champion the systematic capture and centralization of planning data and actual data -including HC, cost, volume, AHT; ensure comprehensive, accurate, and version-controlled datasets, supported by strong governance, validation, and audit practices.
- North Star Metric governance: Monitor these metrics regularly and develop actionable insights and interventions when performance deviates from target ranges. Drive accountability by integrating north star metrics into planning, reviews, and operational scorecards.
Qualifications
Minimum Qualifications
- Experience: Minimum 5 years in capacity planning, workforce management, operations strategy, or related roles, ideally within a high-volume, data-driven environment.
- Team management: minimum 3 years of team management experience, including leading, mentoring, and scaling high-performing, cross-functional teams; driving clarity of roles and responsibilities and OKRs; fostering a culture of accountability, collaboration, and operational excellence; and ensuring strong team morale and engagement.
- Strategic Thinking & Process Excellence: Proven ability to lead complex planning initiatives with strong alignment to business strategy and operational execution along with proven experience in developing efficient planning processes, tools, and governance mechanisms.
- Data Governance & Analytical Expertise: Strong track record in building data systems with high integrity, reliability, and auditability. Strong quantitative and analytical skills, with the ability to leverage data for forecasting, scenario modeling, and performance improvement.
- Stakeholder Management: Experience working with diverse teams and business functions to align planning activities with strategic goals.
- Communication: Exceptional organizational and communication skills to effectively convey plans and influence decision-making at all levels of the organization.
- Financial Acumen: Deep understanding of HC cost structures, billing models, unit economics (e.g., CPC), and financial governance.
