Product Public Policy Manager
Responsibilities
About the Team:
The Global Public Policy team's work spans a broad and diverse range of functions and workstreams, including government affairs and government relations; policy, product, and issue area expertise; risk and crisis management and mitigation; outreach, coalitions, and partnerships; and philanthropy. The mission of the Global Public Policy team is to prevent, manage, and mitigate political, legislative, and regulatory threats and to promote a political, legislative, and regulatory environment that supports growth and innovation for our business.
Responsibilities:
- Drive and support engagement with policymakers and civil society organizations on matters impacting CapCut and other content creation and editing tools, with particular focus on the AI models, generative technologies and image + video innovationsthat power these products.
- Translate complex public policy and regulatory developments, especially those related to AI, such as model governance, training data, privacy, safety, bias, IP and provenance, into actionable insights for internal stakeholders across product, legal, and engineering teams.
- Establish yourself as a subject matter expert in AI model governance for creative and content-focused tools, contributing thought leadership, peer mentorship, and cross-functional knowledge-sharing to support the team's growth in this emerging policy area. Help shape the foundational guidance as the organization scales its capabilities in response to evolving regulatory complexity.
- Support the development, progression, and execution of AI related initiatives from foundation model development to integration into creative products, offering insights to inform public policy strategies and engagements, and ensuring the Global Public Policy team remains informed about significant developments in AI products and operations.

- Continuously identify, monitor, and analyze key legislative, regulatory, and industry developments related to AI models and creative technologies, synthesizing insights to inform public policy positions and engagement strategies.
- Cultivate, manage, and deepen cross-functional relationships with internal teams-including Legal, Product, Communications, Trust & Safety, and Global Policy - to ensure timely coordination and policy alignment for AI driven features within CapCut and other creator products.
Qualifications
Minimum Qualifications:
- 5+ years of experience in public policy, government affairs, or regulatory engagement, with a strong focus on technology policy and/or advocacy within fast-paced, innovation-driven environments.
- Deep understanding of AI model development, governance, and responsible deployment in content creation contexts, including but not limited to algorithmic transparency, bias, fairness, safety, and accountability.
- Exceptional analytical and communication skills, with the ability to synthesize complex technical and regulatory developments into actionable insights for diverse internal audiences.
- Demonstrated ability to influence and collaborate across multidisciplinary teams-particularly with legal, product, communications, and safety-while navigating nuanced and evolving priorities.
- Excellent judgment, political acumen, and strategic thinking skills, with the capacity to operate under pressure and drive outcomes in high-stakes policy conversations.
- Ability to independently manage policy initiatives or work streams, including multi-stakeholder coordination, risk identification, and alignment across legal, policy, and product stakeholders.
Preferred Qualifications:
- Demonstrated interest in or experience with emerging technologies, innovation policy, or AI governance frameworks-ideally in a product-adjacent or regulatory advisory capacity.
- Experience engaging with policymakers, industry bodies, and academic communities on AI model transparency, IP and copyright, bias mitigations and safety in generative media.
- Familiarity with foundational and multimodal models, especially those used in video, audio and image generation, and their implications for creative industries.
- Familiarity with legislative, political, and cultural dynamics shaping AI policy across key markets (e.g., Southeast Asia, North America, European Union, and China).
- Experience working with international partners across different time zones and cultures.
Job Information
[For Pay Transparency] Compensation Description (annually)
The base salary range for this position in the selected city is $198000 - $367200 annually.
Compensation may vary outside of this range depending on a number of factors, including a candidate's qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
Benefits may vary depending on the nature of employment and the country work location. Employees have day one access to medical, dental, and vision insurance, a 401(k) savings plan with company match, paid parental leave, short-term and long-term disability coverage, life insurance, wellbeing benefits, among others. Employees also receive 10 paid holidays per year, 10 paid sick days per year and 17 days of Paid Personal Time (prorated upon hire with increasing accruals by tenure).
