PDPO(Privacy and Data Protection Office) is the organization to lead, supervise, and empower all TikTok's privacy work in an accountable and industry leading way. This team is the expert in the landscape of privacy risks and passionate about consulting across the company on implementing the proper safeguards and technical mitigations to ensure that our users' privacy is honored across the TikTok's products and platforms.
Role Overview
We are seeking a senior leader to spearhead TikTok's global Privacy Advocacy and Regulatory Engagement efforts. This role will serve as a strategic bridge between external regulators, policymakers, civil society, and internal product, legal, and engineering teams. You will represent TikTok's privacy program, demystify our technology stack for non-technical audiences, and advocate for balanced, evidence-based regulation.

You will lead efforts to promote TikTok's privacy principles, educate external stakeholders on technical and operational safeguards, and champion internal alignment on strategic regulatory and public policy issues. The ideal candidate combines strong privacy expertise, public policy acumen, and fluency in translating between legal, technical, and regulatory domains.
Key Responsibilities
-External Advocacy & Stakeholder Engagement
1. Lead TikTok's privacy dialogue with regulators, lawmakers, data protection authorities, and standards bodies worldwide.
2. Proactively educate policymakers on ByteDance's privacy controls, technical architecture, and data governance approach, including through whitepapers, briefings, and direct meetings.
3. Develop and deliver advocacy strategies to promote responsible, innovation-compatible regulatory outcomes in privacy, AI, recommender systems, and children's safety.
4. Represent TikTok in multi-stakeholder forums, public consultations, and international privacy alliances (e.g., OECD, APEC, GPEN, etc.).
-Internal Privacy Advocacy & Strategic Policy Enablement
1. Partner with Legal, Policy, and Product teams to interpret evolving regulatory trends, inform product roadmaps, and shape proactive internal positions.
2. Act as a thought leader and internal educator on emerging privacy risks, regulatory expectations, and public trust concerns.
3. Develop playbooks and response narratives for audits, investigations, or enforcement engagement, tying compliance posture back to core privacy values.
-Technology Education & Regulator Enablement
1. Translate TikTok's technology stack, privacy engineering methods, and control design into regulator-friendly explanations and artifacts.
2. Support technical walkthroughs and structured engagement on topics like data minimization, retention, cross-border transfers, age assurance, and machine learning privacy controls.
3. Build trusted relationships with government privacy experts, reinforcing TikTok's credibility as a responsible digital platform.
-Reputation, Narrative, and Transparency
1. Shape ByteDance's external privacy narrative, highlighting trust-enabling features, oversight mechanisms, and third-party validation programs.
2. Guide leadership on reputational risk and strategic narrative positioning for privacy and AI governance topics globally.
3. Contribute to transparency reports, public responses, and educational campaigns that communicate TikTok's commitment to data protection.
Qualifications
Minimum Qualifications
1. 5+ years of experience in privacy, regulatory affairs, public policy, or legal roles, ideally with a strong understanding of digital technologies.
2. Deep knowledge of global privacy frameworks (e.g., GDPR, DSA/DMA, CPRA, AI Act, PDP Indonesia), with the ability to interpret and apply them pragmatically.
3. Proven experience engaging with senior regulators or policymakers, including lobbying, public testimony, or government advisory work.
Strong technical fluency - able to confidently explain privacy technologies, AI model design, recommender systems, and cross-border data protections to non-engineering audiences.
4. Excellent communicator with diplomatic and strategic instincts, capable of navigating ambiguity and driving alignment across complex organizations.
Preferred Qualifications
1. Experience in a technology company, regulatory agency, or international privacy organization.
2. Familiarity with global public policy processes, digital trade negotiations, and legislative drafting.
3. Comfort working across jurisdictions, cultures, and time zones.
4. Past experience leading global privacy programs.
