Head of Cross Issue & Product Policy - Trust and Safety

Responsibilities

The Trust & Safety team at TikTok ensures our global community is safe and empowered to create and enjoy content across all our applications. The Cross Issue & Product Policy team is at the center of this mission, responsible for driving the end-to-end development of platform integrity and authenticity policy, ensuring high quality for safety policies across all harm areas, working closely with Product and Strategy teams to provide policy support for cutting-edge initiatives, and drafting the Community Guidelines that govern our global community.

We are looking for a Head of Cross Issue & Product Policy to lead this team. This person will play a critical role in shaping TikTok's safety policies and ensuring they are defensible, clear, and consistently applied. You will lead a group of policy experts, partner closely with product, enforcement, legal, and business teams, and provide thought leadership on complex and cross-cutting issues. This role is highly strategic and hands-on, requiring the ability to manage both immediate priorities and long-term frameworks.

Responsibilities:
- Lead the Cross Issue & Product Policy team, setting vision, strategy, and priorities across a portfolio that spans all harm domains, new product features, and platform-level policy questions.
- Own the drafting, maintenance, and evolution of TikTok's Community Guidelines, ensuring clarity, defensibility, and operational applicability across global markets.
- Provide strategic guidance and thought leadership to senior leadership on emerging policy issues
- Oversee integrity and authenticity policy, including civic integrity, misinformation, and AI-generated content
- Partner with subject-matter policy teams, enforcement specialists, product managers, engineers, data scientists, and legal experts to ensure policies are both principled and implementable.
- Guide the team's work on high-profile and policy initiatives, including new product launches, and novel, fast-developing harm areas.
- Develop and mentor a high-performing team of policy managers, creating a culture of clarity, accountability, and collaboration.

Qualifications

Minimum Qualifications:
- 5 years of experience in Trust & Safety, Public Policy, Law, Academia, Technology, or a related field.
- Demonstrated ability to lead and manage teams, set strategic direction, and deliver high-quality outputs in a fast-paced, global environment.
- Deep understanding of content policy, online safety, integrity, and authenticity challenges, as well as the dynamics of social media platforms.
- Exceptional ability to synthesize complex topics for senior executives, external stakeholders, and broad audiences.
- Strong cross-functional collaboration skills, with experience working with product, technical, legal, and operational teams.
- High technical aptitude and ability to navigate complex tools, systems, and emerging technologies.
- Knowledge of data science and how it informs policy development and enforcement.

Preferred Qualifications:
- Experience working with or leading policy development in highly regulated or high-scrutiny industries.
- Experience engaging with external stakeholders, including policymakers, regulators, academics, or civil society organizations.

Job Information

[For Pay Transparency] Compensation Description (annually)

The base salary range for this position in the selected city is $147000 - $352000 annually.

Compensation may vary outside of this range depending on a number of factors, including a candidate's qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.

Benefits may vary depending on the nature of employment and the country work location. Employees have day one access to medical, dental, and vision insurance, a 401(k) savings plan with company match, paid parental leave, short-term and long-term disability coverage, life insurance, wellbeing benefits, among others. Employees also receive 10 paid holidays per year, 10 paid sick days per year and 17 days of Paid Personal Time (prorated upon hire with increasing accruals by tenure).
