About the Role
Estimating & Value Engineering is a unit within the Engineering Operations Division and is responsible for review and approval of Construction Cost Estimates, Life Cycle Cost Analysis, management of the Value Engineering Program and preparation and administration of Property Breakdown Reports used in Asset Management. The Staff Estimator may work on various Port Authority facilities, but will generally be assigned responsibility for all projects for a selected Line Department (such as Aviation, Ports, PATH, etc.) NOTE: This position will be located at 2 Montgomery St., Jersey City, NJ 07302.

Under the supervision of the Chief Estimator, the Staff Estimator responsibilities will include, but are not limited to the following:

- Preparation and/or review of the Engineers Estimate for all trades on capital projects during all stages of design and construction.
- Maintenance of unit prices for construction activities, the analysis of variances from estimates.
- Participation in Value Engineering and Life Cycle Cost Analysis meetings.
- Tracking of costs on completed projects and interface with PA Financial staff.
Minimum Qualifications
- Bachelor's Degree in Engineering, Architecture, Construction Management or related field from an accredited college or university.
- Seven (7) or more years of construction estimating experience through all stages of estimate development
- Broadly based knowledge of the construction industry and the demonstrated ability to estimate projects across multiple trades.
- Ability to manage multiple, landmark projects with varied team members and at a fast pace.
- Demonstrated experience preparing and monitoring budget expenditures, including order-of-magnitude budgets and change orders.
Desired Qualifications
- Willingness to work in a public-sector environment.
- Excellent proficiency with Microsoft Excel, and experience with Microsoft Office
- Superior oral, written, and presentation communication skills.
- Knowledge of on-site field experience (Port Authority Construction Management Division) with buildings, heavy/highway, airport and infrastructure/transportation construction.
