About the Role

The Newark Redevelopment Program encompasses three major components including the AirTrain Newark Replacement Program, the EWR Station Access Project, and the overall Vision Plan and New Terminal B Planning effort. It also involves completing the remaining elements of the Terminal A Redevelopment Program which include Terminal enhancements and north airfield improvements. The components of the Redevelopment Program will be planned, designed and constructed by a combination of various consultant and contractor teams procured through traditional and innovative procurement methods. The incumbent will assume responsibility for providing supervision and guidance to PA and consultant project staff charged with managing the project controls and support services of the Redevelopment programs.

Reporting to the Program Director, Newark Redevelopment, the Senior Program Manager will provide supervision, guidance and leadership to the Program and Project Managers assigned to Newark Redevelopment in the development, and management of comprehensive program controls, financial and contract management systems which will monitor the Redevelopment projects through planning, design, construction and project close-out phases. The incumbent will establish the scope, schedule and budget for all project control components of the program. The Senior Program Manager will oversee all resources and staff for the associated work including document control and submittal management to support delivery of the overall Redevelopment Program.

Responsibilities

  • Lead and implement program controls functions including but not limited to cost controls, schedule controls, document controls, BIM, execution of risk management, contract management, independent cost estimates, and development of Project Charters, program reporting, Project Management and Project Execution Plans.
  • Administer the project controls strategy, systems, and policies and procedures including but not limited to the authoring, approval, publishing, version control and archiving of all project or program related documents.
  • Administer the collection, authorization, publication, storage, retrieval, and retention of documents to ensure control and availability of documentation to site personnel.
  • Establish, develop, and implement processes, procedures, and protocols for Financial Reporting (including but not limited to Invoicing, Budget, Metrics, Non-Conformance status Reports, Claims, and Retainage, dashboards, and reports, etc.)
  • Develop processes for schedule management of the various programs as well as an EWR Redevelopment-wide integrated schedule. Coordinate with project leads and advisors for collection, tracking and assessments of project schedules.
  • Manage Redevelopment implementation of Building Information Modelling (BIM) and Asset Management frameworks that comply with the latest agency policies.
  • Responsible for managing the EWR Redevelopment contract language interpretation and issuance of memorandums, response to RFIs and Change Orders and implementation into eBuilder Submittal Processes.
  • Develop process flows and Training Modules for eBuilder, SharePoint, PACS, File/folder system.
  • Manage, mentor, and develop document control and financial reporting staff.
  • Provide regular high-level briefings on the cost and budget performance using dashboards to Program Directors, Sr. Program Director and executive leadership to keep them fully informed of spending, accruals, and forecast trends.
  • Interface and coordinate with PMO, Aviation Financial and Finance Department when required and as requested by the Sr. Program Director to communicate in regards to budget, spending and schedule milestones.
  • Responsible for managing the EWR Redevelopment Invoices, payment processes and performance Reports.
  • Manage the Professional Service Agreements and invoice review and approval process, as well as task order processing and payments.
  • Supports the development and review of all correspondence and other key communications between PA and DB/DBB/consultants for contract compliance, liability considerations, transfer of risk, and potential changes or claims.
  • Responsible for managing Redevelopment Program Change Management processes, procedures and protocols
  • Develops and maintains project/program risk registers. Escalates project risks and partners with the project team to create and propose mitigation plans.
  • Responsible for management of incaps/Capital Plan updates for each program/project

Minimum Qualifications

  • Bachelor's Degree in Business, Architecture, Engineering, or related field.
  • Minimum ten (10) years progressively responsible Project Management experience in managing staff on complex projects, including knowledge of design, construction and procurement.
  • Experience providing oversight for consultant Program controls, financial or cost systems.
  • Experience developing strategies to achieve broad business goals and understanding the impact on various stakeholders within and outside the PA, particularly to interface with and negotiate amongst multiple stakeholders.
  • Experience managing or supervising diverse work groups, project team etc.
  • Demonstrated superior decision-making, problem solving, conflict resolution, and interpersonal skills.
  • Experience in project work related to new transportation infrastructure, airports, or roadways and bridge structures.
  • Comprehensive knowledge of the following systems: BIM - Navisworks, AutoCAD, Civil 3D, and Revit, Primavera P6, Schedule Analyzer, @Risk, eBuilder, Power BI, and SAP.
  • Must possess a valid driver's license.
  • The successful candidate must be able to pass a fingerprint-based Criminal History Record Check as mandated by 49 CFR 1542 and will be required to obtain and maintain an airport Security Identification Display Area (SIDA) ID card. SIDA access and airfield driving, and escort privileges also require SIDA training and successful completion of a SIDA test.

Desired Qualifications

  • Self-starter with ability to work independently and prioritize assignments.
  • Ability to work in fast-track, high-pressure environments.
  • Previous governmental accounting or finance experience
  • Knowledge of the Aviation industry including the implementation of the Aviation Business and Capital Plan including the budgeting process.
  • Substantive knowledge of Port Authority policies and procedures related to project management systems, administration, the capital authorization and agenda review processes and document control.
  • Recognized leadership qualities in the guidance of staff efforts to deliver program and project objectives.
  • Familiarity with PA project management process (work orders, Tenant Construction Alteration Process (TCAP), etc.) is highly desirable.
  • Management experience within Architecture, Engineering, or construction fields.
  • Progressive Management experience in an airport environment.
  • Knowledge of capital planning and assessment, cost-benefit and life cycle cost analyses, project planning and development, and risk management protocols.
  • Knowledge of the following systems: Livelink, ICMS, Wintrak,
  • Project Management Professional (PMP) certification
