Description

As aSenior Mechanical Engineer in the Engineering/Architecture Design Division of the Engineering Department, you will be reporting to a Principal Mechanical Engineer and be responsible for performing the preparation of mechanical engineering studies, contract drawings, technical specifications, and construction cost estimates; evaluate project scopes, develop design criteria, budgets for design services, and design schedules; provide technical advice and assistance to facility and other PA personnel in matters related to mechanical engineering; audit mechanical engineering designs performed by consultants; prepare technical scope for request for proposals (RFP); perform commissioning services; design coordination, status reporting, schedule reporting, budget reporting, and brief senior staff. The mechanical engineering designs include, but not be limited to, heating ventilation and air conditioning (HVAC) systems and central heating and refrigeration plants (CHRPS) for buildings and structures at various Port Authority facilities.

Responsibilities also include:

  • Proactively act as Technical Lead Engineer for complex projects including:

  1. Preparing technical scope for proposals and change proposals
  2. Negotiating schedule and design fee with Project Principal
  3. Tracking and reporting on Mechanical design schedule and budget compliance. Taking corrective actions as necessary.
  4. Comply with design delivery process requirements
  5. Coordinate Mechanical design and its delivery with other disciplines
  6. Providing technical input in preparation of Board Items


  • Performing design services with nominal supervision for complex projects including

  1. Preparing scope, schedule, budget, and staffing requirements.
  2. Performing studies, evaluations and preliminary designs that are accurate and complete within the optimal budgets and schedules.
  3. Preparing contract documents within the optimal budgets and schedules.
  4. Resolving design issues creatively and thoroughly coordinating design with other disciplines.
  5. Identifying opportunities for innovation and making recommendations that are supported by the analysis and are consistent with code and good engineering practice as well as the Quality Control Program.
  6. Reviewing shop drawings and submittals within schedule and resolving difficult field issues in a timely manner.
  7. Preparing internal and external memorandums, e-mails, and technical reports.


  • Auditing design services performed by consultants for complex projects including preparing technical input for RFP scope and independent cost estimate, critically reviewing consultant proposals, if requested, auditing Mechanical scope conformance and quality, and minimizing in-house auditing costs.


  • Perform commissioning of mechanical equipment in the field, including preparation of pre-functional and functional checklists, issues log and report.

Qualifications:

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelors Degree in Mechanical Engineering
  • Minimum of seven (7) years diversified experience in the design of heating, ventilation and air conditioning systems for commercial and industrial buildings as well as transportation facilities, central heating and refrigeration plants, and thermal distribution systems.
  • Working knowledge of New York State, New York City and New Jersey Building and Mechanical codes.
  • Direct experience in the preparation of contract drawings, technical specifications and detailed construction cost estimates.
  • Proficient in the use of various computer programs such as HVAC load calculations, Microsoft Outlook, Word, Excel, PowerPoint, and AutoCAD.
  • Must possess a valid drivers license.

Desired:

Ideal candidates will present the following profile:

  • Masters Degree from an accredited college or university
  • Licensed as a Professional Engineer in the State of New York or New Jersey
  • LEED certitifcation
  • Proficiency and effectiveness in written and oral communication skills
  • Demonstrated experience working independently and handles simultaneous projects and complex tasks under tight deadlines.
  • Proven ability to lead, manage, and prioritize multiple assignments with multiple disciplines.
  • Demonstrated experience in problem solving, negotiations and conflict resolution skills to effectively reach sound conclusions and recommendations.
