About the Role
The Operations Services Department (OSD) is the Port Authority's centralized operations and maintenance service provider for all lines of business. OSD provides a diverse portfolio of services to clients throughout the agency, including: procurement, maintenance, and management of the Agency's automotive fleet; operation of Agency cafeteria facilities; management of print production and internal mail services; in-house construction, maintenance, and communication systems support; office space management; and development and administration of operations and maintenance training programs for Port Authority employees.
The Data and Operational Performance (DOP) team leverages data and technology in support of these services. Specifically, the DOP team is responsible for modernizing and maintaining OSD's technology systems, enhancing the efficacy and efficiency of departmental business processes via technology, and collecting, managing, and analyzing data to support data-driven decision-making within the department. DOP works closely with stakeholders throughout OSD (and the Port Authority) to develop tools and systems that make it easier to manage and access services provided by OSD.
Responsibilities
Reporting to the Supervising Business Analyst, the Senior Management Analyst will work within the Data and Operational Performance (DOP) team, which leverages data and technology to support the Operations Services Department's (OSD) programs and services. The Senior Management Analyst is responsible for supporting and advancing OSD's analytics, reporting, and workflow tools.
The role emphasizes both technical analysis and organizational support, with primary focus on building and maintaining dashboards, forms, and automated processes using Python, SQL, Excel, Power BI, and Microsoft's suite of tools (SharePoint, Power Automate, InfoWise).

The Senior Management Analyst will also contribute to the ongoing development of the OSD Data Analytics Warehouse (OSD DAW), helping design and maintain reliable data pipelines, transformations, and documentation in collaboration with the technology department's azure team.
- Develop and maintain queries, datasets, and reports using Python, SQL, Excel, and Power BI.
- Build, publish, and update interactive dashboards in Power BI for divisional staff and leadership.
- Perform QAQC and troubleshoot data issues to ensure report accuracy and reliability.
- Provide ad hoc data analysis to support operational decision-making.
- Manage and update SharePoint lists, permissions, and document libraries.
- Create and maintain InfoWise forms to support business processes.
- Automate and optimize workflows using Power Automate.
- Train and support staff in using Microsoft tools to improve efficiency.
- Work with OSD Division Managers to build the requirements for the forms.
- Assist in the development and enhancement of Azure Synapse (formerly Data Factory) pipelines to ingest data from multiple sources.
- Support preparation of raw data storage in Azure Synapse Private End Points and apply SQL, Python, or Synapse UI transformations to ready data for the OSD DAW.
- Document data pipelines and support metadata and governance practices to ensure consistency and reliability.
- Coordinate and collaborate with analysts, system analysts, and technology department to expand warehouse capabilities.
- Maintain the department's Azure DevOps repositories, ensuring structured version control and documentation.
- Update, organize, and support existing scripts and code libraries.
- Establish and maintain coding standards for consistency across the team.
- Partner with OSD divisions and SMEs to capture requirements and translate them into data solutions.
- Train staff on dashboards, forms, and workflow automation.
- Promote adoption of data-driven practices to improve customer service and operational efficiency.
Minimum Qualifications
- Bachelor's degree in Data Science, Computer Science, Statistics, Applied Math, Public Policy, Transportation Planning, or another related field.
- Three years of practical or professional experience in data analytics, programming, or related fields using Python, SQL, R, Scala, or other relevant languages.
- Proficiency with Excel and Power BI for reporting and dashboards.
- Experience with Microsoft tools such as SharePoint, Power Automate, and InfoWise (or similar form/workflow solutions).
- Strong organizational skills, including experience with code repository management (Azure DevOps or similar).
- Familiarity with Azure Synapse pipelines and willingness to expand expertise in modern data warehouse technologies.
- Ability to balance hands-on technical work with stakeholder collaboration and training.
Desired Qualifications
- Master's degree in data science, Computer Science, Statistics, Applied Math, Public Policy, Transportation Planning, or another related field.
- Industry experience in both public policy and data analytics using Python, R, Stata, SQL, or other relevant languages.
- Experience working in government or the public sector.
- Well-versed in Microsoft tools, including SharePoint, Power Automate, InfoWise (or similar form/workflow solutions), and Power BI.
- Knowledge of logistic and linear regressions, decision tree analysis, and other statistical methods.
- Familiarity with machine learning, predictive modeling, and advanced analytics tools.
- Experience managing and maintaining code repositories (Azure DevOps or similar).
- Demonstrated ability to plan and schedule work to ensure priorities are maintained and projects are completed accurately and on time.
- Creative problem solver who thrives when presented with a challenge.
- Ability to prioritize and manage time effectively.
- Strong written and verbal communication skills, with the ability to clearly explain technical results to non-technical audiences.
- Ability to analyze problems, strategize, and propose better solutions.
