About the Role

The PATH Power, Signals, and Communications Division, Manager of Technical Services is the key departmental technical manager for the Electrical Power Distribution at PATH serving as the resident subject matter expert for all the operational and external stakeholders at PATH.

Under the direction of the Superintendent of the PATH Power, Signals & Communications (PS&C) Division, the successful candidate will plan and direct the Divisions preventive maintenance, construction, inspection, testing, and design activities relating to PATHs mission critical assets and infrastructure, specifically the traction power and electrical systems and facilities.

Responsibilities

  • In addition, the selected candidate will manage resources to achieve goals within budget and schedule; prioritize work assignments to meet project and Business Plan objectives
  • Manage and Coordinate PS&C support for the Capital Program, customer service initiatives, safety and security projects, capacity improvements, and energy efficiency and conservation; integrate new equipment with electrical facilities, and upgrade electrical infrastructure to facilitate system capacity improvements; implement standards, standard operating procedures, instructions, and practices; prepare and implement staff training and development programs
  • Assist in preparation of annual Division budget and manpower schedules, maintain budget and schedule controls, and prepare periodic status reports; ensure that facilities within the Divisions responsibility are maintained in a State of Good Repair, and that as-built documents and O&M manuals are provided
  • Assist in accident / incident investigations and analysis, and development of corrective measures; maintain effective working relationships with Division personnel, labor unions, other Divisions and Departments, outside agencies, contractors, consultants, manufacturers and suppliers

Minimum Qualifications

  • Bachelor's degree in Electrical from an accredited college or university.
  • Minimum 10 years' experience in increasingly responsible lead engineering and/or supervisory/management positions overseeing direct staff reports, related to the design, engineering, engineering, engineering, engineering, construction, testing, commissioning, and/or operation and maintenance (O&M) of commercial/industrial electrical and power distribution systems including DC Traction Power for motive power for train movement.
  • Must have completed all probationary periods at time of appointment to position
  • Demonstrated knowledge of development and management of a facility O&M program.
  • Demonstrated knowledge of applicable industry standards, codes, practices, and Federal Railroad Administration (FRA) regulations.
  • Demonstrated knowledge of basic rail transit operations and safety procedures
  • Demonstrated analytical, problem solving and decision-making skills, including business and financial analysis, cost/schedule estimating, and current electrical technology applications.
  • Excellent oral and written communication and presentation skills, including ability to complete complex technical assignments and prepare and analyze technical reports.
  • Demonstrated ability to interact successfully with all levels of management, other Divisions and Departments, and external business contacts and agencies.
  • Effective interpersonal and motivational skills, and experience in successfully working with, leading, and supervising diverse employee groups, including unionized, supervisory, and administrative and clerical staff.

Desired Qualifications

  • Five years specifically working on an electrified railroad in a technical engineering role with DC Traction Power.
  • Demonstrated knowledge of applicable industry standards, codes, practices, and Federal Railroad Administration (FRA) regulations.
  • Proficient in the use of standard office computer application programs, including Microsoft Word, Excel, and Power Point.
  • Ability to work in both an office and field environment in an operating rail rapid transit system and high-tension electrical facilities.
