About the Role

Reporting to the Senior Program Manager, Technical Services Unit, the selected candidate will be responsible for managing and addressing key Departmental challenges related to Information Technology (IT) and Operating Technology (OT) and supporting other departmental innovative initiatives. In addition, the selected candidate will provide support in managing and administering the Intelligent Transportation System (ITS) maintenance contract as well as provide valuable input in support for various systems maintenance contracts for TB&T facilities.

Responsibilities

  • Coordinate IT/OT systems activities within the department and with the TEC Department to ensure seamless operations.
  • Clearly define and assign responsibility for maintaining ITS systems infrastructure to ensure accountability and efficiency.
  • Coordinate ongoing facility activities with maintenance vendors, facility staff, TEC dept., including tasks like electrical switching and firmware upgrades, to prevent disruptions.
  • Coordinate departmental budgeting for system maintenance contracts, TEC resources to ensure effective allocation and utilization.
  • Interface with TEC dept. on regular basis to support departmental needs
  • Drive innovation by integrating new technologies into existing systems.
  • Identify and mitigate technical risks associated with ITS
  • Manage the development and implementation of technical projects as needed.
  • Prepare, monitor the budget and schedule of each initiative/project.
  • Developing and maintaining a dashboard showing the health of the systems. Providing weekly, quarterly and ad hoc reports to department executive management.
  • Overseeing maintenance vendor staff, consultants in reviewing the design of new initiatives.
  • Coordinate with various stakeholders to support IT/OT asset management into Maximo

Minimum Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor's degree in Engineering, Architecture, Construction Management or other related fields from an accredited college or university.
  • A minimum of five (5) years of progressively responsible experience in project management, engineering design and/or construction management.
  • Demonstrated ability to manage multiple projects concurrently utilizing limited available resources to achieve complex goals.
  • Demonstrated knowledge of Building Code requirements, construction standards, and other applicable Engineering Design codes.
  • Must possess a valid driver's license.
  • Must be willing to travel to and work at the different Tunnels, Bridges & Terminal facilities on an as needed basis.
  • Must pass security background checks as applicable for the department and facility to which the position is assigned.

Desired Qualifications

  • Experience in project management or construction management, including operations and maintenance of Tunnels, Bridges, and Terminals facilities.
  • Demonstrated knowledge of contract administration, including the principles, methods, and tools for developing, scheduling, coordinating, and managing projects and resources.
  • Demonstrated experience with contract management, including providing contractual oversight, understanding SLA requirements, and analyzing contract drawings, tenant alteration applications, and blueprints to ensure compliance with facility requirements.
  • Demonstrated ability to establish project plans, set priorities, coordinate activities, and delegate tasks for complex, multi-faceted projects.
  • High proficiency with Microsoft Office 365 Suite (Word, Excel, PowerPoint, Access, Project).
  • Experience preparing budgets and reviewing cost estimates.
  • Strong oral and written communication skills, including experience presenting to senior staff and interacting with both internal (Engineering, Real Estate, Law, Facility staff, TEC, Operations Services) and external stakeholders.
  • Demonstrated leadership skills and experience working with a diverse workforce across varying backgrounds and expertise levels.
  • Strong interpersonal skills, flexibility, decision-making, and the ability to resolve conflicts and negotiate, particularly in contract oversight.
  • Demonstrated ability to develop and implement long-range plans, integrate customer service needs into decision-making, and employ problem-solving approaches sensitive to organizational and customer concerns.
  • Ability to work independently, prioritize multiple assignments, and maximize resources under a wide variety of conditions.
