About the Role

Reporting to the Senior Engineer of Construction, with support to the Chief and Deputy Chief of Construction, the Engineer of Construction (EOC) will be responsible for the oversight of assigned construction projects within the JFK Redevelopment Infrastructure and SGR. The position will be located at JFK Airport, Queens, NY, but can be relocated to any other PA Facility within the Port District depending on CMD workload demands. As an Engineer of Construction, you will be managing several Resident Engineers to ensure that projects within their portfolios are completed safely, on time and within budget. The EOC is responsible for the following:

Responsibilities

  • The overall responsibility for the quality of the construction work and certifies that completed work is in accordance with all contract documents, that special inspections are performed satisfactorily and recommends the issuance of a Permit to Occupancy.
  • The overall jobsite safety of all projects and the coordination with facility operations necessary to advance construction.
  • The performance of a group of Resident Engineers and to act as the duly authorized representative of the Chief Engineer for the construction projects managed by those Resident Engineers.
  • The overall project budget expenditures, approval of payments to contractors, including the negotiation of change orders and the settlement of potential contractor claims and assure timely close out of all post-award contract changes.
  • To assure effective construction management including timely communication, thorough construction inspection and contract administration in accordance with Engineering Department accepted practice, contract documents, and applicable codes and standards.
  • The overall staff planning at the office(s) they manage. To oversee recruiting, hiring, training, performance management, administration, promotions and overall development and motivation of staff.
  • Oversight of consultants, including selection, assignment of tasks and auditing their performance.
  • The management of project construction schedules to ensure that work is accomplished within the contract terms and properly coordinated with facility operational needs.
  • Provides status updates, mitigation strategies and advisory services to senior Port Authority executives in Engineering and JFK Line Department.
  • Assurance that construction adheres to all aviation and FAA standards and is completed in compliance with all Airside operations requirements

Minimum Qualifications

  • Must possess a Bachelor Degree in Architecture or Engineering from an accredited college or university.
  • Registered Professional Engineer or registered Architect in New York or New Jersey.
  • A minimum of five (5) years' experience as a Resident Engineer or higher in the management of a staff of Engineers and Construction professionals and in the management of projects involving Building construction, heavy civil work, structural and electrical substations.
  • A minimum of 10 years of construction management experience.
  • Experience Monitoring actual budget expenditures and schedules against forecasts and troubleshooting when required.
  • Demonstrated experience managing a staff of Engineers and Construction professionals.
  • Demonstrated experience as key point of contact for Line Departments on significant projects
  • Demonstrated knowledge of processes and procedures in various types of construction delivery methods.
  • Must have a valid driver's license.
  • Must have completed all probationary periods at time of appointment to position.
  • Must be able to be fingerprinted and pass a criminal background check in order to obtain an airport SIDA ID

Desired Qualifications

  • Experience working at JFK or within an airport working environment.
  • Excellent oral and written communication and presentation skills.
  • Strong problem solving and decision-making skills as evidenced from experience in managing and settling contractor disputes.
  • Experience with construction industry outreach, other Agency/firms, and demonstrated construction industry committee(s) participation; including public speaking is desirable.

The Port Authority of New York and New Jersey anticipate that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:

Minimum: $143,000 Midpoint: $185,909 Maximum: $228,800

In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required for business needs.
