About the Role

Reporting to the Manager of Toll Collection Systems in the Tunnels, Bridges & Terminals Department Tolls Revenue Operations & Systems Division, the successful candidate will be developing and utilizing business analytics, dashboards, and business intelligence tools to support actionable findings to protect the Port Authority's toll revenue stream, which is the largest single source of revenue in the agency. The selected candidate will be part of a growing team managing the agency's All Electronic Tolling system. Position may require some limited weekend and/or holiday hours of work.

Responsibilities

  • Compile, validate, manage, and analyze data that will be used to build various reports for the Tolling Group, Senior and Executive Management. Analyze data to identify trends and generate forecast models.
  • Write Oracle advanced queries and PL/SQL code.
  • Create and maintain a library query and report designs.
  • Work with consultants and staff to evaluate toll system performance through data and vendor engagement to provide early detection of equipment or software issues.
  • Work with colleagues in the unit to identify opportunities for improvement in toll system performance (alert management, metrics reporting & overall efficiencies) and where appropriate, drive those opportunities to completion.
  • Identify concerns from system data and escalate to appropriate party and/or Supervisor, providing assurances against extended periods of undetected component failures.
  • Track, report and follow up on issues to resolution to the appropriate stakeholder.
  • Request and review root cause analysis reports.
  • Manage user access to toll system related portals.
  • Track and validate vendor Service Level Agreements and calculate monthly damages.
  • Provide inventory tracking and validating vendor warehouse equipment quarterly
  • As the toll system is a 24-hour operation, weekend and holiday coverage is required on a rotating basis with flexible working hours and off-hours remote system monitoring.
  • Field test prototype license plates to ensure accurate image capture.
  • Perform image reviews for validation of deployed changes, suspected issues, acceptance testing.
  • Calculate adjustments to tolls as appropriate.
  • Analyze and present toll system data in a monthly dashboard for Management.
  • Other ad-hoc requests as required to support the business unit.
  • Maintain and expand the data visualizations in PowerBI.
  • Conduct quality assurance audits on vendor compliance.
  • Assist with coordination activities between the maintenance vendor and the facilities to ensure timely repairs with minimal impact on facility operations and customer service.
  • Participate in post go-live testing for new system updates; verify changes are working as expected.
  • Other ad-hoc requests as required to support the business unit.

Minimum Qualifications

  • Must possess a bachelor's degree from an accredited college or university in Data Science, Computer Science, Statistics or a related field.
  • Expert knowledge of SQL, including writing and tuning SQL and advanced SQL queries using Oracle.
  • Familiarity with multiple database and reporting technologies.
  • Excellent written and verbal communication skills.
  • Able to work well in a team environment, handle multiple assignments and meet deadlines.
  • Experience in Business Intelligence (BI)/ Tableau.
  • Experience creating Dashboards using various BI tools.
  • Advance Microsoft Excel skills
  • Must possess a valid driver's license.

Desired Qualifications

  • Knowledge of toll collection in-lane equipment, transaction processing, and/or back-office operations.
  • Experience designing reports, graphics and dashboards using Power BI
  • Experience designing and managing data warehousing.
  • Experience performing ETL.
  • Knowledge of toll collection and/or back-office operations.
  • Experience in Object Oriented Programming.
  • Experience writing Excel Macros.
  • Experience in Oracle database administration and UNIX shell scripting.
