If a PA employee is selected for this position, they will remain a PA employee (assigned to PATH) and will continue to be enrolled in and accrue time with NYSLRS.

As this is a railroad position, the selected candidate will be enrolled in and must contribute to Railroad Retirement instead of Social Security (FICA).

Responsibilities:

The Structures & Facilities Division is responsible for various maintenance and infrastructure repairthroughoutthePATHsystem,includingbutnotlimitedtothe13passengerstationsinthe PATH system, compressed airlines, drainage and pump systems, fire suppression systems, HVAC systems, fare control equipment, ticket vending machines and vertical transportation.

ThedivisionisalsoresponsibleforPATHsBridgeManagementProgram,oversightofPATHs Structural IntegrityProgram,facility/buildingmanagement,stockroom/warehousemanagement, sanitation and janitorial services for all passenger stations, offices, and facilities, and maintenance of all structures and mechanical systems throughout PATH.

Under the general supervision of the Superintendent, Structures & Facilities Division, the successful candidate will assist the Superintendent in the day-to-dayoversight of the division, whichincludesdirectlymanagingfour(4)ChiefMaintenanceSupervisorswithapproximately 115 PA/PATH employees and 230 contract staff on their daily maintenance and operational activities.Theresponsibilitiesofthesuccessfulcandidateinclude,butnotlimitedto,assisting the Superintendent in:

  • Administering and managing activities pertaining to union agreements/negotiations, grievances, absence management, training, and succession planning.
  • Ensuring safety and continuity of rail transit operations through integrity of structural assets, drainage systems, mechanical systems, building systems and fare control to provide excellent customer service for internal and external stakeholders, and meet demands of increasing ridership.
  • Supporting the divisions budget by managing the invoice approval process and overtime expenditures.
  • Collaborating with the agencys Real Estate department on tenant management and third-party development projects.
  • Ensuring that systems and facilities contribute to improvements in safe, reliable, on-time performance, with efficiencies in annual operating and maintenance costs through effective resource management.
  • Maintaining the divisions Hurricane and Winter Storm Management Plan and responding to emergent situations on behalf of the division.
  • Developing and managing the divisions annual budget for labor, overtime, materials, equipment and service contracts, and investigate and resolve variances between actual performance and estimates.
  • Implementing and supporting capital improvements to enhance PATHs Business Plan and other improvement initiatives in the agency and PATH.
  • Working independently within broad established policies and procedures and take initiative and development of improved maintenance programs and procedures and the efficient use of manpower, materials, and equipment.
  • Attending meetings and making decisions on behalf of the Superintendent and PATH.
  • Conducting hearings of employees that may lead to discipline being assess in accordance with existing labor agreements for any rule infractions for represented employees as necessary and conducting performance evaluations of non-represented employees on an annual basis.
  • Representing the Superintendent in investigations relative to railroad emergencies and remediation of same as necessary.
  • Other duties and initiatives as assigned.

Qualifications:

  • Associate degree or higher in Engineering or Technology field and 10 years of supervisory experience in facility or structures maintenance, or Bachelors degree in Business or related field and 15 years of supervisory experience in facility or structures maintenance, or a minimum of 20 years of supervisory experience in facility or structures maintenance.
  • MustpossessavalidDriversLicense.
  • Applicantsmustmeetperformanceandattendancestandardsandhavecompletedall probationary periods.

Desired:

  • Candidate should have experience in managing a represented workforce.
  • Knowledge of Public Procurements and Contracts.
  • KnowledgeofPATHorganizationalstructure,operatingpoliciesandprocedures, especially as they apply to facility operations, maintenance, safety, budget preparation/control, and employee relations;
  • Demonstratedabilitytoplan,organizeandmonitorpreventativeandcorrective maintenance work;
  • Demonstratedabilitytoread,review,commentandplanworkfromdrawingsandblueprints;
  • DemonstratedknowledgeofMSOfficeandenterprise asset management systems, or PATHs Asset Management System (PAMS);
  • Demonstratedexcellentoral,writtenandpresentationcommunicationskills;
  • Physicalabilitytoworkinamultiplefacilitybuildingandtrackenvironment,requiring walking, climbing, and standing for long periods of time;
  • DemonstratedknowledgeofFederalRailroadAdministration or Federal Transit Administrationregulationsandindustry best practices and standards as applicable to Structures & Facilities;
  • ThoroughknowledgeofRailroad/Transitsystemsandoperationsandsafetyprocedures.
  • Excellentinterpersonalskills,effectivemotivationalskills,andexperienceinsuccessfully supervising and managing diverse employee groups and organizations, including ability to interact effectively with various levels of represented and non-represented staff and contracted employees, and be able to negotiate outcomes and resolve conflict;
  • Demonstratedabilitytointeractsuccessfullywithalllevelsofmanagementstaff,and external contacts and agencies;
  • Demonstrated ability to make prudent, independent decisions under unusual circumstancesandpressures,andabilitytorespond as requiredinadverseweatherandother operational emergency conditions.

About PATH:

The Port Authority Trans Hudson Corporation (PATH), an FRA-regulated commuter railroad, is the primary transit link between Manhattan and New Jersey communities and suburban commuter railroads. Carrying over 75 million passengers per year, PATH trains run 24 hours a day, seven days a week, one of the few 24-hour systems in the world. Since the early 20th Century, PATH and its predecessor, the Hudson & Manhattan Railroad, have carried passengers between New Jersey and points in Midtown and Lower Manhattan, serving as a key link in the region's transportation network and as a catalyst for continued residential, commercial and employment growth.

PATH operates 24 hours per day/7 days per week/365 days per year. Employees are required to work weekends, holidays, atypical hours (evening and midnight shifts) and during inclement weather conditions. Incumbents may be subjected to mandatory overtime at the beginning or end of their scheduled tour, or on their days off. A union seniority system dictates work schedules for jobs represented by one of PATH's unions, and time off may not be immediately available during the usual summer and holiday periods. Working conditions will be challenging, including but not limited to inclement weather, direct contact with the public, in tunnel and outside areas during active train service, and an industrial environment. Commitment to attendance is expected and required.
