About the Role

The Aviation Department is seeking to create a pool of qualified candidates to fill current & future permanent & provisional Operations Services Supervisor, Field Supervisor Level 3, positions at John F. Kennedy International, Newark Liberty International and LaGuardia Airports. The purpose of this bulletin is to generate a qualified applicant pool. This pool will be valid for one year from the date the list is created.

Responsibilities

Under the supervision of the Airport Duty Manager, the Operations Services Supervisor is required to:

  • Perform duties involving the FAA Part 139 airport self-inspection program with an emphasis on Wildlife Hazard Management and Control.
  • AOA Driver Training Instructor, aeronautical construction, direct supervision of Airport Operations Agents and Senior Airport Operations Agents, and various other aeronautical functions including leading snow removal teams on the aeronautical operations area.
  • Participate in Foreign Object Debris/Damage (FOD) control and airport security programs.
  • May conduct Non-Movement Area driver training classes, assists with aeronautical construction.
  • Perform various other aeronautical functions, including leading snow removal teams on the aeronautical operations area.
  • Work in Airport Operations Center (AOC) for monitoring, coordinating, documenting, communicating, and responding to issues as they relate to the safe operation of landside systems such as passenger flow through terminals, parking lots, busing, taxis, and vehicular traffic via CCTV.
  • Duties also include creating and sending Everbridge & Info-alerts when requested by the airports Operational Units and approved by the AOC Manager.
  • Will inspect, communicate, and document discrepancies negatively impacting the customer experience throughout all areas of the terminal. They will also take corrective action to ensure a positive customer experience, including troubleshooting customer-facing technology, providing escorts, installing and maintaining wayfinding, managing stanchion organization/storage, and coordinating effective mitigation measures for unauthorized persons within the terminal.
  • Additional responsibilities will vary depending on the airport you are assigned

Selection Process:

  • The most qualified candidates will advance to take the entry-level Supervisor exam (ESA) to assess supervisor capability, based on results of that assessment, qualified candidates will then be invited to a panel interview where they will be assessed on competency and technical questions related to the Aviation / Aeronautical field.
  • Those that have been successfully placed in the candidate pool and have accepted an offer of employment will be subject to passing a medical exam and background check prior to starting in the position.

Successful candidates:

  • Will be required to work in secure and restricted areas of the airport.
  • Must be able to pass a fingerprint-based Criminal History Records Check as mandated by 49 CFR 1542 and will be required to obtain and maintain an airport Security Identification Display Area (SIDA) with Airfield (Movement Area - DR2) driving and escort privileges. SIDA access and airfield driving and escort privileges require SIDA training and successful completion of a SIDA test and an airfield movement area check ride.
  • Must be able to work rotating shifts, weekends and holidays as normal function of the job, as well as during inclement weather conditions/airport emergencies.
  • Must be able to respond to declared airport emergencies including snow alerts, report to work without delay on a 24-hour, 7-day per week basis, including holidays, and work flexible hours in inclement weather conditions and on an overtime basis, as needed.
  • May be required to work in an office, an operations control center, an airport terminal, outside on the airport grounds and in a Port Authority vehicle. Work outside may occur in any weather condition with exposure to loud jet noise.

Minimum Qualifications

  • Must have at least three (3) years full-time paid airport facility operations work experience.
  • Must possess and maintain a valid driver's license.
  • Must be eligible to obtain and maintain a shotgun permit upon appointment to the position.
  • All applicants that meet the above requirements, must also pass an Entry-Level Assessment (ESA) test before being selected for an interview.

Desired Qualifications

  • Knowledge of, and ability to apply, the standards of 14 CFR Part 139 Certification of Airports and ability to successfully complete annual recurrent FAR 139 training as required by the FAA.
  • Bachelor's degree in aviation, Airport Operations Management or related field.
  • Airside / Aeronautical airport operations experience.
  • Knowledge of Air Traffic Control (ATC) procedures and instructions.
  • Ability to communicate with ATC via radio using proper phraseology.
  • Knowledge of safety principles with demonstrated experience in taking appropriate action to address unsafe conditions.
  • Ability to effectively communicate both written and oral instructions.
  • Demonstrated effective interpersonal skills working with internal and external staff, customers, tenants, and outside agencies.
  • Knowledge of Airport Rules and Regulations and ability to enforce same, including issuance of Breach of Rules (BOR).
  • Familiarity with the Aviation Department's Customer Care Airport Standards Manual and ability to comply with the customer service related responsibilities outlined therein, as well as an ability to encourage and a willingness to enforce such compliance among other airport employees.
  • Knowledge of the Airport Security Program and ability to enforce security standards.
  • Ability to drive a vehicle within the Aeronautical Operations Area.
  • Familiarity with passenger terminal operations.

Selection Process
