About the Role
The Major Capital Projects (MCP) Associates Program is a two-year development program at The Port Authority of New York & New Jersey open to students receiving a bachelor's or master's degree in Engineering, Architecture, or Construction Management between September 2025 and May 2026.
Associates are directly assigned to one of MCP's major capital programs - such as the redevelopment of the Midtown Bus Terminal or the construction of the tunnels for the Gateway Program - where they gain in-depth, hands-on experience in design and construction delivery. Associates spend the full two years embedded within a program team, building specialized expertise and contributing directly to the advancement of critical infrastructure projects. During the first year, Associates gain a full orientation to the assigned program's scope, objectives, and stakeholders. During the second year, Associates will take ownership of a project component and lead the preparation of engineering estimates, inspection reports, and schedule analysis. The program also provides structured training, mentorship from senior professionals, and opportunities to contribute meaningfully to the delivery of high-profile projects shaping the region's future.
Associates are full-time, permanent employees with a yearly salary and benefits. After successful completion of the program, Associates remain permanent employees within MCP and are promoted to Project Engineer.
The 2026 cohort is expected to begin in June.
Responsibilities
- Support design, engineering, and construction management activities within an assigned major program.
- Monitor contractor performance and compliance with contract requirements.
- Perform code-required special inspections (i.e. steel bolting, fire alarm testing, hydrostatic pressure tests, concrete placement, and rebar inspections).
- Prepare independent engineer's estimates, cost analyses, and schedule reviews.
- Participate in update and coordination meetings with internal stakeholders and external partners.
- Contribute to jobsite safety oversight, review of look-aheads, and quality assurance activities.
- Develop technical reports and presentations that inform project decision-making.
Minimum Qualifications
- Students receiving a bachelor's or master's degree in Engineering, Architecture, or Construction Management between September 2025 and May 2026.
- Clear interest in public service and infrastructure development.
- Strong academic achievement, analytical ability, and relevant work or internship experience in Engineering, Architecture, or Construction Management.

- Ability to analyze data and prepare clear, concise reports.

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as degree type, major, and internal factors. The expected compensation range for this role is:
Minimum: $79,508 Maximum: $85,852
In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required on business needs.
