Childhood Lead Poisoning Prevention Program (CLPPP) Program Overview

CLPPP was established for the prevention, screening, diagnosis, and treatment of lead poisoning, including the elimination of sources of poisoning through research and educational, epidemiologic, and clinical activities as may be necessary. CLPPP provides a range of both primary and secondary prevention services to the children of the Commonwealth of Massachusetts, their families and others with an interest in the prevention of lead poisoning. In order to accomplish the fundamental goals of identifying lead poisoned children and ensuring that they receive medical and environmental services as well as preventing further cases of lead poisoning, CLPPP has developed linkages with a wide array of professionals and programs that provide services to children.

Supervisor of Primary Prevention and Infrastructure

The Supervisor of Primary Prevention and Infrastructure sits within the Bureau of Climate and Environmental Health (BCEH)-Childhood Lead Poisoning Prevention Program (CLPPP).

This position will reinvigorate the primary prevention component and develop long-term sustainable partnerships and infrastructure with federal, state, and local partners as well as key stakeholders affected by the MA Lead Law. The Supervisor of Primary Prevention and Infrastructure will identify priorities, collaborations and build consensus and community engagement with partners. The position will require thorough knowledge of lead poisoning prevention through both medical and environmental interventions. The Supervisor of Primary Prevention and Infrastructure will lead work groups of diverse stakeholders with multifaceted objectives and competing interests. Extensive communication with non-profit and private health, housing, child and family advocates, as well as the local boards of health, state and federal agencies that intersect with these issues and populations is critical to this role. The Supervisor of Primary Prevention and Infrastructure will also supervise the development of low-literacy, culturally appropriate, and data driven educational materials and communication tools to promote and publicize childhood lead poisoning prevention.

Duties and Responsibilities (these duties are a general summary and are not all inclusive):

  • Identify, educate, mobilize, and partner with a wide array of community agencies, private and non-profit organizations, and individuals to promote lead poisoning primary prevention and lead safe housing.
  • Plan, direct implementation, and evaluate effective local strategies and partnerships.
  • Build and emphasize systematic and sustainable approaches and collaborations.
  • Develop and implement criteria and standards to monitor and or evaluate primary prevention strategies.
  • Confer with management to provide information concerning program implementation, evaluation and monitoring results and to recommend policies and procedures to improve primary prevention strategies.
  • Liaise with internal programs including the Office of Health Equity and the Office of Local and Regional Health as well as other state agencies like Department of Housing and Community Development on issues including health equity, housing, and discrimination issues facing families with children under the age of six.
  • Understand and maintain situational awareness on the complex and dynamic array of local, state, and federal stakeholders that may have competing priorities.
  • Collaborate with BEH epidemiology unit to identify data trends and research projects to help promote primary prevention and modernize educational tools.
  • Provide guidance and routine updates to programmatic staff about primary prevention strategies and collaborations.
  • Attend and present at meetings and conferences as requested.
  • Prepare and supervise staff who educate rental property owners, real estate agents, tenant advocates, housing discrimination advocates, as well as federal, state, and local lending institutions that provide financing for lead abatement about the MA Lead Laws, the dangers of childhood lead poisoning, screening, and housing requirements.
  • Provide coverage for senior staff to ensure effective operations.
  • Supervise staff.

Required Qualifications:

  • Able to analyze data and determine its applicability, to draw conclusions, and offer recommendations.
  • Capacity to understand, apply and explain laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned work.
  • Ability to write reports, write concisely, express thoughts clearly, and to develop ideas logically and sequentially.
  • Capable to prepare charts, graphs, and tables to present information.
  • Expertise to gather information by questioning individuals and by examining records and documents.
  • Skilled to maintain accurate records and exercise discretion in handling confidential information.
  • Able to coordinate the work of others to accomplish assigned objectives.
  • Capability to offer other employees understandable instructions and lead a group of fellow employees.
  • Ability to establish and maintain rapport with people from various backgrounds and interact tactfully with others.
  • Capacity to follow oral and written instructions.
  • Skilled to adjust to varying or changing situations to meet emergency or changing program. requirements.
  • Able to exercise sound judgment and work independently.

Preferred Qualifications:

  • Valid Massachusetts Class 3 Motor Vehicle License.
  • Access to a motor vehicle.

Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

Minimum Entrance Requirements:

Applicants must have at least (A) four years of full-time, or equivalent part-time, professional or paraprofessional experience in social work, social casework, health care administration, public health program administration, hospital administration, or in program administration or program management, and (B) or which at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in social work, health care administration, hospital administration, public health or health services administration may be substituted for a maximum of two years of the required (A) experience.

II. A Graduate degree with a major in social work, health care administration, hospital administration, public health or health services administration may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.


*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.

Special Requirements: Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's License.
