The Department of Conservation and Recreation's mission is to protect, promote and enhance our commonwealth of natural, cultural and recreational resources for the wellbeing of all. The DCR is steward to one of the largest and most diverse state parks systems in the nation which includes more than 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, trails, golf courses and parkways. In addition, DCR has conservation programs that enhance and protect natural resources throughout the Commonwealth. Private lands play a key role in sustaining clean water, protecting our soil, providing wildlife habitat and producing quality timber resources. The Service Forestry program helps protect the natural resources of the Commonwealth by providing technical expertise, services and programs and regulatory oversite to all the forest landowners (state, private, municipal) in the state.
Job Opening:
The Department of Conservation and Recreation seeks applicants for the position of Service Forestry Outreach Coordinator, Forester III.
Duties:
1. Works directly with Private Lands Program Director (Regional Planner IV) to support private lands outreach and technical assistance programs.
2. Coordinates as needed with the Private Lands Program Director to ensure that outreach programs are consistent with regulatory requirements.
3. Plans, reviews and evaluates the state's cooperative forestry programs on private and municipal forest lands including the ForestsWork program, enhancement of ecosystem management on municipal watersheds and conservation land, and federal programs such as Forest Stewardship and the Climate Forestry Incentive Program (CSIP).
4. Fiscal Oversight: Manages and administers the budget for Capital Forestry Programs; develops and implements plans for all state and federal forestry program initiatives and activities.
5. Manages multiple accounts funded by various state, federal and private sources and assure compliance with fiscal requirements of each funding source.
6. Seeks alternative program funding; write and or develop grant proposals that will expand the program resources.
7. Helps contribute to the of the state's Forest Action Plan.
8. Assists Private Lands Program Director with Bureau/DCR meetings.
9. Work with IT on continued improvements to forest database management, specifically the Ch61/stewardship database and other technical assistance web functions such as application forms.
10. Reaches out to constituents to raise awareness of the forestry programs and increases participation based upon evaluated constituent needs.
11. Develops program performance measures, maintain program records and annually evaluate and report to the state and federal government on program progress and future direction.
12. General Program Execution: Organizes, arranges for and presents speeches, lectures, seminars, workshops, conferences and training sessions relative to the service forestry program.
13. Works with staff to prepare and distribute newsletters and information relative to program events and correspond with stakeholders, committees and organizations state-wide.
14. Attends local, state, regional and national meetings and conferences relevant to private lands management.
15. Perform all related duties as assigned.
Qualifications

Minimum Entrance Requirements:
Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of forest resource management, (B) of which at least two years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory capacity, or (D) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree with a major in forest resource management may be substituted for a maximum of one year of the required (A) experience.
II. A Bachelor's or higher degree with a major in forest resource management may be substituted for a maximum of two years of the required (A) experience.
III. A Graduate degree with a major in forest resource management may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of two years of the required (A) experience, and one year of the required (B) experience. No substitution will be permitted for the required (C) experience.
Special Requirements: Possession of a current and valid Massachusetts Class Three Motor Vehicle Operator's License.
