The Department of Energy Resources' (DOER) mission is to create a clean, affordable, resilient, and equitable energy future for all in the Commonwealth. As the State Energy Office, DOER is the primary energy policy agency for the Commonwealth. DOER supports the Commonwealth's clean energy goals as part of a comprehensive Administration-wide response to the threat of climate change. DOER focuses on transitioning our energy supply to lower emissions, reducing and shaping energy demand, and improving our energy system infrastructure. To meet our objectives, DOER connects and collaborates with energy stakeholders to develop an effective policy. DOER implements this policy through planning, regulation, and providing funding. DOER provides tools to individuals, organizations, and communities to support their clean energy goals. The Department of Energy Resources' (DOER) Renewable and Alternative Energy Division is responsible for implementing the state's Renewable, Alternative, and Clean Peak Energy Portfolio Standard (RPS, APS, CPS) programs, which include the RPS Class I, Class II, Solar Carve-Out I and II (SREC I and SREC II), and APS Renewable Thermal programs, the Solar Massachusetts Renewable Target (SMART) program, the Low-Income Services Solar Program, and the Energy Storage Grant Program.

DOER is looking to hire a Renewable Energy Program Coordinator to assist in the implementation of these programs. The Coordinator's contributions will primarily support the SMART program but may assist in the implementation of additional Commonwealth's renewable and alternative energy incentive programs and will be responsible for program data management, application review and processing, and communications with applicants and stakeholders. The Coordinator will also support renewable energy programs and policy more generally, as needed.

The person in this role will serve as a leader, supporting the other program coordinators, training new staff on processes, working closely with the legal division on program exemption requests, and making policy decision recommendations to the program manager and division director. This position will report to the SMART Program Manager.

Duties include but are not limited to:

  • Review large, complex SMART Statement of Qualification Applications for completeness
  • Ensure that all qualified projects meet program eligibility criteria
  • Approve Statement of Qualification Applications and issue Statements of Qualification to eligible Generation Units
  • Review program exemption requests, coordinate with the legal division, and make recommendations to program manager and division director and draft letter responses
  • Assist in the training of staff on application review and exemption requests
  • Implement data management and process improvements
  • Maintain application tracking databases
  • Periodically provide programmatic data to the federal government and other stakeholders
  • Work with internal and external stakeholders on program implementation issues
  • Contribute to the development and implementation of policy initiatives
  • Draft guidelines to assist in implementing the division's programs
  • Assist with implementation of the Low-Income Services Solar Program, including review of grant applications and coordination with the Program Administrator
  • Respond to phone calls and emails from stakeholders
  • Assist with data collection for public records requests
  • Organize meetings, informational sessions, and webinars with key stakeholders
  • Promote and support a strong and collaborative internal team culture through effective communication
  • Provide support to other DOER divisions and state agencies related to SMART and solar policies

Preferred Qualifications:

  • Strong organizational skills and attention to detail, with ability to manage multiple projects
  • Effective written and verbal communications skills
  • Ability to maintain strong working relationships with diverse colleagues
  • Ability to exercise discretion in handling sensitive or confidential information
  • Project organization and development skills
  • Ability to explain technical and policy information
  • Experience with renewable energy technologies, project applications, and market and financing barriers
  • Understanding of state government's role in renewable energy and climate change activities


Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.


III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
