Registered Nurse, Assisted Living Certification
Job Description
The Executive Office of Aging and Independence (AGE) is seeking a highly motivated Registered Nurse to join our Assisted Living Residence (ALR) Certification Unit. This role offers a unique opportunity to apply clinical expertise in support of older adults who wish to remain independent while living in community settings with the services they need.
This role will be required to travel across the state of Massachusetts to many of the 272 ALR buildings within the Commonwealth that support thousands of older adults and families. The position supports ALR Unit staff on matters about medical and clinical issues that arise in the day-to-day operation of an Assisted Living Residence. The Registered Nurse will play a vital role in ensuring quality oversight of incidents reported by the ALR by directing and supervising ALR Unit intake and reviewing such submissions.
The Registered Nurse will evaluate ALR records during each onsite certification and compliance review, focusing on safe medication administration, appropriate care planning and service provision, and effective internal quality reviews. Additionally, the ALR Unit Nurse will review and evaluate reports with potentially related clinical issues received via the incident reporting system and referrals from Protective Services, the Long-Term Care Ombudsman's office, assisted living consumers, outside providers, other state agencies, and the public to determine applicability and compliance with regulations.
This position is required to travel an average of 2 days per week to ALR communities across Massachusetts. In addition, one day per week is required in the AGE Boston office. The remaining workdays may be performed remotely.
The ideal candidate is adept at translating clinical knowledge into practical, applicable solutions. Strengths in auditing, quality oversight, and process improvement are essential, with a focus on building efficiency and effectiveness so that the ALR Certification Unit can ensure that ALRs operate safely and effectively for residents and families.
Duties & Responsibilities (these duties are a general summary and not all-inclusive):
Conduct inquiries and investigations into resident care issues identified during onsite certification and compliance reviews, through the incident reporting system, and referrals from within and outside AGE.
- The scope of the investigations and reviews may include:
Proper pre-admission assessment and service planning
Staffing records, training curriculum and quality assurance and performance improvement minutes and activities
Issues associated with medication management safety (proper assessment of Resident ability to manage medications, medication assistance and administration procedures, documentation, errors)

Incidents of elopement, abuse and/or neglect, acute behavioral emergencies, as well as incidents resulting in significant injury or negative health outcome, and unanticipated deaths.
Conduct follow up site visits when needed to determine ongoing compliance with rules and regulations for ALR certification.
Conduct and oversee all required investigations and provide guidance to ALR's on the Massachusetts assisted living regulations, standards of practice and related Resident care concerns.
Participate in the development of methods of evaluating and determining the ALR's compliance with the regulations, the utilization of existing policies and practices that promote Resident health and safety.
Perform quality audits of AGE response to incident reports that are associated with medication and healthcare issues to ensure that information requested from each ALR is consistent and appropriate for the related circumstances, and that the documentation submitted by the ALR is reviewed to determine if additional follow-up is needed.
Available for clinical consultation to AGE staff in discussing and developing policy and procedures, and during regulatory updates/changes.
Assist with onboarding and training newly hired certification specialist staff as needed.
Required Qualifications:
- Proficiency in utilizing current technology, including hardware (tablets/computers/cell phones), and associated office software (Access, Excel, Word, Adobe).
- Ability to prepare general and statistical reports and maintain accurate records.
- Knowledge of public health or medical care administration and policy development.
- Specific knowledge and/or experience involving audits or onsite compliance review of health and human service settings.
- Possession of a current and valid driver's license, access to a vehicle, and ability to regularly travel statewide.
Preferred Qualifications:
- Physical capability to teach Mandt physical skills safety training.
- Knowledge of Massachusetts Assisted Living regulations.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) one year of full-time or equivalent part-time, experience as a registered nurse in a recognized hospital, clinic or medical facility, and (B) six months of which must have been in a supervisory, administrative or managerial capacity.
SPECIAL REQUIREMENTS FOR ALL LEVELS IN SERIES: Current and valid registration as a professional nurse under the Massachusetts Board of Registration in Nursing.
Recent graduates from an approved school of nursing must have applied for the first available registered nurse examination.
Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's license may be required.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range .
