Job Description

DUTIES:

Program Coordinator III will develop, implement, and provide oversight to all Restorative Justice program related activities throughout all facilities. Restorative Justice principles require that we address the harms and needs of those harmed, hold those causing harm accountable. This process involves victim/survivors, incarcerated individuals, and the community. In Restorative Justice, everything is by invitation, and there is an equal voice for all participants. This must be done in a space that is emotionally safe, and there can be no hierarchal structure. The Program Coordinator III will be responsible for coordinating and participating in Restorative Justice initiatives throughout the DOC, including the following active Restorative Justice Programs: Restorative Justice Groups; Justice Community Building Circles; Restorative Justice Reading Groups, Restorative Mindfulness Program, Accountability Retreats, Victim Offender Education Group, Restorative Family Violence Education Groups, and more.

Restorative Justice Groups - invites incarcerated individuals understand the impact of Restorative Justice practices and ways RJ can aid in creating a more peaceful and healing prison community. Restorative Justice invites incarcerated individuals to explore accountability, gain a sense of responsibility, and build empathy for the harm they have inflicted on families and communities.

Justice Community Building Circles - invites incarcerated individuals to explore accountability and responsibility.

Restorative Justice Reading Group - invites incarcerated individuals to explore what it means to be accountable and responsible with the goal of making amends in meaningful ways, where possible.

Restorative Mindfulness Program - designed to assist incarcerated individuals in learning to become present and to engage in pro-social behavior which allows them to cultivate skills that bring awareness to destructive behavior patterns.

Victim Offender Education Group - invites incarcerated individuals into a deep accounting of harms they have experienced, as well as harms they have caused. VOEG includes a victim impact panel, where survivors from the community join in the circle to share their stories, impacts of harm, and process with incarcerated individuals participating.

In addition, this position provides leadership, written/oral direction, project management, effective communication, and collaboration with internal and external stakeholders as they relate to Restorative Justice. The Program Coordinator III is responsible for coordinating the ongoing implementation and day-to-day program operations to include oversight, facilitating regular meetings, continuous quality improvement, audits, and staff training. Compile key performance metrics and other statistical reports. Monitor effectiveness and make recommendations using the data produced. Respond to written and oral correspondence from external and internal stakeholders to ensure they are provided with accurate and timely information. Design and deliver training to various audiences. Perform supervisor duties and the Employee Performance Review evaluations with established time frames. Ensure compliance with policy and procedural guidelines. Complete special projects as assigned. Much of the program's oversight will occur within correctional facilities. Performs all other duties as assigned.

SPECIAL REQUIREMENTS:

Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's license may be required.

PREFERRED QUALIFICATIONS:

Knowledge of Restorative Justice initiatives. Bachelor's Degree in in Demonstrates proficiency in the use of various computer applications including but not limited to: Microsoft Word, Excel, Access, Power Point and Outlook; ability to exercise sound judgement and effectively make decisions; ability to supervise, including planning and assigning work according to the nature of the job to be accomplished; ability to prioritize and delegate responsibility ensuring accountability and successful completion in accordance to established deadlines. Knowledge of criminal justice system and Department of Correction and knowledge of Department of Correction's Inmate Management System (IMS).

COMMENTS:

This is a Civil Service position. Please note that salaries for union positions are determined according to the provisions of the respective collective bargaining agreement. Applicants must have no felony convictions, to include any actions defined in 5 U.S.C. 301; U.S.C. 509, 510; 42 U.S.C. 15601-15609. The Massachusetts Department of Correction shall not hire anyone who may have direct contact with offenders, who has engaged in sexual abuse in a prison or other institution as defined in 42 U.S.C. 1997; or has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force or coercion, or if the victim did not consent or was unable to consent or refuse, or has been civilly or administratively adjudicated to have engaged in the activity described in the above paragraph. The agency shall consider any incidents of sexual harassment in determining whether to hire anyone who may have contact with offenders or residents. The DOC urges bilingual applicants to apply.

Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.


III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
