Purpose of the Job:
- To provide legal services and assistance as needed to the Treasury and Legal Department
Essential Functions and Responsibilities:
- Serve as liaison between Treasury and public administrators.
- Manage, review, and monitor compliance of all filings by public administrators
- Ensure that public administration cases are processed on a timely basis
- Prepare an annual report regarding the status of public administrations
- Ensure that monies escheated to the Commonwealth as a result of public administration cases are processed properly through the Unclaimed Property Division of the Treasury
- When requested, initiate legal review of Unclaimed Property claims for validity and problem resolution
- Assist the Legal Department in responding to subpoenas or public records requests
- Assist the Legal Department with the investigation and preparation of Section 15 cases
- Draft, edit, and manage documents including policies, contracts, and legal memorandums
- Gather documentation and information from State and Federal court systems and law enforcement agencies
- Assist Hearing Officer with any needs as requested, including preparing hearing-related documents
- Assist attorneys with pending hearings and litigation as requested
- Assist attorneys with process for promulgating Treasury-related regulations
- Prepare files and update as necessary
Other Essential Functions and Responsibilities:
- Perform any other related legal tasks as required
- Serve as liaison between Treasury Legal Department and other departments of the Treasury to resolve legal issues when required
- Participate in professional development programs and bar association programs
Qualifications
Knowledge and Skills:
- Strong written and verbal communication skills; work independently
- Excellent research and organizational skills
- Proficiency in LexisNexis, Westlaw, Microsoft Word, Excel, and PowerPoint
Supervisory Responsibilities:
- None
Education and Experience:
- B.A. or B.S. from accredited college preferred
- Paralegal certification or equivalent work experience
- 3-5 years of experience in law firm and/or governmental agency
Physical Requirements:
- Ability to lift up to 10lbs
- Ability to sit for extended periods of time
Hybrid Work Environment:
All new hires at the Office of the State Treasurer and Receiver General (Treasury) will go through an In-Office Orientation Period consisting of a combination of virtual, in-person and on-the-job training so as to assimilate you to the Treasury's culture and work environment. Following the initial In-Office Orientation Period a gradual transition to hybrid work will take place over the first 3-8 weeks of employment. The hybrid work environment will consist of a minimum of two (2) days in the office each week, with one of these days being either a Monday or a Friday. Hybrid work arrangement is based on business needs of the department. There will be an additional (1) day in the office per month for a mandatory in person department meeting.
