Executive Office of Housing and Livable Communities (EOHLC) is seeking a Manager of Bond Bill Implementation & Special Projects/Program Manager VI in the Division of Housing Development!
AGENCY MISSION:
The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents.
Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.

The Manager of Bond Bill Implementation and Special Projects provides consultation and specialized technical assistance to developers and municipalities as they structure projects seeking tax credits or subsidy for commercial conversion, office conversion, and other state programs. Incumbent will:
Ø Serve as liaison with quasi-public agency staff on state programs such as Commonwealth Builders and the Momentum Fund.
Ø Review of various projects seeking credits or subsidy from state programs including conversion programs.
Ø Prepare draft guidelines and Notice of Funding Availability (NOFA) for office conversion and as directed, other state programs.
Ø Review applications submitted for funding though programs including commercial/office conversion and Housing Development Incentive Program (HDIP) or for zoning approval through Chapter 40B.
DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):
1. Direct activities internally and with quasis, Mass. Housing Partnership (MHP), and MassHousing, on certain programs related in part to the housing bond bill of 2024:
• In collaboration with the Undersecretary collecting and reviewing MHP and MassHousing's mandatory regular reports on several bond bill or special programs, including but not limited to, the homeownership tax credit, commercial conversion, the rural special initiative, and other special initiatives.
• Participate in all aspects of the development and implementation of these programs, as well as other programs.
2. Rental and Ownership Competitions:
• Participate in regularly scheduled rental, ownership, and conversion competitions by overseeing the review work done by supporting staff; by directly reviewing applications as needed; by coordinating with reviews being overseen by other division managers; by preparing funding recommendations, in coordination with other managers, for the division undersecretary
3. Oversee work of reporting staff on numerous loan closings per year:
• Ensure that reporting staff are following all steps in the credit or loan closing process.
• Ensure that staff are following proper set-ups for vendor codes and proper and timely contract preparation and execution.
• Ensure that staff participate, as directed, on credit or loan closing calls with developers, counsel, and other lenders.
• Participate directly in such calls as needed.
• Coordinate on loan closing issues as needed with MassDocs counsel and loan staff at quasi-public agencies
4. Participate in project work-outs, refinancings, and/or sales, as requested, by Deputy or Undersecretary:
• Coordinate the review of documentation submitted by sponsor.
• Directly perform the reviews, if directed.
• Coordinate with other division managers, public lenders, and MassDocs counsel.
• Prepare recommendations to deputy and/or undersecretary on actions requested by project owners.
PREFERRED QUALIFICATIONS:
1. Outstanding communication & interpersonal skills
2. Knowledge of community development and housing programs, both federal and state
3. Knowledge of municipal government and legislative process at state level
4. Knowledge of fundamental real estate financing principles
5. Ability to focus and perform multiple duties day in and day out
6. Ability to work as member of a Division-wide team
7. Ability to supervise and motivate staff
8. Experience in real estate and/or community development
9. Prior supervisory experience
10. Experience in municipal, state government, and/or federal government
11. Travel across the state will be required. Those employees who elect to use a motor vehicle for travel must have a current and valid Massachusetts Class D Motor Vehicle Operator's license or the equivalent from another state.
12. Outstanding computer skills.

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed.
Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division's Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.
Education, licensure and certifications will be verified in accordance with the Human Resources Division's Hiring Guidelines. Education and license/certification information provided by the selected candidate(s) is subject to the Massachusetts Public Records Law and may be published on the Commonwealth's website.
PRE-OFFER PROCESS:
A background check will be completed on the recommended candidate as required by the regulations set forth by the Human Resources Division prior to the candidate being hired.
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
