Description:
The Executive Office of Energy and Environmental Affairs (EEA) is seeking a HR Project Analyst. Under the supervision of the Deputy HR Officer for Special Projects, the HR Project Analyst will work with the Human Resources Specialist for Seasonal Hiring, and Recruitment Partners in coordinating the seasonal hiring process across all EOEEA agencies. This role will help to ensure the secure handling of candidate and agency data. They will collaborate with recruitment teams, HR partners, and agency stakeholders to improve and document workflows. In addition, they will support cross-functional human resources initiatives by coordinating and contributing to projects, assist in project planning, data tracking, documentation, and communication efforts, with a focus on streamlining processes, and promoting continuous improvement across multi-agency HR operations.
Duties and Responsibilities:
- Support the development of project plans, timelines, and deliverables for seasonal hiring initiatives, in collaboration with both internal teams and external stakeholders.
- Coordinate cross-functional activities and track key project milestones, working closely with HR Specialists for Seasonal Hiring (DCR), HR Recruitment partners, and other relevant teams as needed within EEA HR.
- Collect, analyze, and report on project metrics to assess performance and ensure seasonal hiring deadlines are met.
- Compile and organize information from automated systems, reports, and other sources, and present it in the form of Standard Operating Procedures (SOPs), charts, and related documentation.
- Collaborate with internal HR and external partners to evaluate program effectiveness and recommend improvements as needed.
- Actively participate in all stages of the seasonal hiring process, ensuring smooth execution from initiation to completion.
- Identify potential risks and issues early and assist in developing mitigation strategies.
- Monitor staffing resources to ensure seasonal candidates (recalled) are being hired in a timely manner during peak seasonal season.
- Prepare and distribute regular status reports, providing clear updates on project progress and hiring outcomes.
- Facilitate communication across programs and within the EEA HR team.
- Attend and contribute to meetings as required, representing project status and collaborating on solutions.
- Perform other related duties as assigned.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) two years of full-time, or equivalent part-time, professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis or in program administration or program management, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's or higher degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for the required experience.
II. A Bachelor's or higher degree with a major other than in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of one year of the required experience.
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
