Job Description

The Department of Career Services (DCS) oversees the Commonwealth's network of One-Stop Career Centers that assist businesses in finding qualified workers and providing job seekers with career guidance, as well as referrals to jobs and training. DCS strengthens the Career Center system through continuous improvement processes, and innovative business practices that maximize resources, foster partnerships, and engage employers to ensure a skilled, motivated, and adaptable workforce capable of meeting the emerging labor market needs of the Commonwealth, now and in the future.

The Job Specialist IV assists in the operation of a unit of Employment Counselors, DVOP, and Job Specialists. The incumbent provides direct supervision to small group of subordinate employees in work/unit or other personnel providing services to DCS clients; interprets and explains operations rules and procedures; refers clients to various training and employment opportunities; administers interest, aptitude, and skill tests; enters data into various DCS computerized information systems; provides services to clients designated as members of "special applicant groups". The Job Specialist provides guidance and instruction regarding laws and regulations and DCS and Career Center policies, procedures, guidelines, and standards. He/she periodically reviews work to ensure compliance and conducts qualitative and quantitative analysis of the incumbent's work performance.

Duties include but are not limited to:

  • Supervises subordinate employees by monitoring of assigned responsibilities and tasks to ensure compliance with agency rules, policies, procedures, and guidelines.
  • Oversee a complex and extensive caseload which involves maintaining ongoing customer contact (minimum 30 days) to determine progress of job search and/or training until customer has found employment.
  • Assist in the certification of eligibility for enrollment into WIOS, TRADE, National Emergency Grants and specialty funded services when needed. Verifies all documents to ensure justifications are properly contained for monitoring and compliance with DOL regulations and agency policies and procedures.
  • Assists clients in gaining employment through case management, skill development and employment contacts.
  • Explains to clients the proper preparation of agency forms, resumes, and cover letters; supervises job search activities; advises clients of program policies and procedures, service availability, rights and responsibilities and related services.
  • Records and processes information regarding clients, employers, and services using appropriate DCS forms and properly inputs information to maintain DCS computer files and records.
  • Works and coordinates unit activities with Career Center Operations and partner agencies.

Preferred Qualifications:

  • Experience in supervising the work of others by monitoring the assigned responsibilities and tasks and to ensure compliance with agency rules, policies, procedures, and guidelines.
  • Experience in preparing and delivering employee reviews.
  • Experience in developing and delivering Remedial Development Plans to employees.
  • Knowledge of the general functions of agency programs, i.e., Workforce Innovation Opportunities Act (WIOA), Trade, Jobs for Veterans Grant (JVSG) and National Dislocated Worker Grant (NDWG).

IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE.

Minimum Entrance Requirements:

Applicants must have at least (A) four years of full time, or equivalent part-time, professional or paraprofessional experience in any of the following: (a) personnel interviewing, recruitment or job placement; (b) employment, vocational, educational, psychological, sociological, or rehabilitation counseling or guidance; (c) credit or claims adjustment interviewing; (d) job analysis or position classification work, and of which at least (B) two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An associate degree from a recognized college or university may be substituted for one year of the required (A) experience. *

II. A Bachelor's degree from a recognized college or university may be substituted for two years of the required (A) experience. *

II. A graduate degree with a major in education, vocational or rehabilitation counseling, or public administration may be substituted for two years of the required (A) experience and one year of the required (B) experience

Education towards such a degree will be prorated on the basis of the proportion of the requirements

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
