About the Agency:
The Group Insurance Commission (GIC) seeks to hire a Human Resources Director. With over 280,000 subscribers and 460,000 members, the GIC provides and administers high-quality, affordable health insurance and other benefits to the Commonwealth's Employees and Retirees, and their dependents and survivors. The GIC also provides coverage to participating municipalities, Housing, and Redevelopment Authorities' personnel as well as to retired municipal employees and teachers in certain governmental units.
The GIC is committed to achieving four key goals:
- Provide access to high quality, affordable benefit options for employees, retirees and dependents.
- Limit the financial liability to the Commonwealth and others (of fulfilling benefit obligations) to sustainable growth rates.
- Use the GIC's leverage to innovate and otherwise favorably influence the Massachusetts health care market.
- Evolve the business and operational environment of the GIC to better meet business demands and security standards.
About the Position:
The GIC Human Resources Director serves as a member of the GIC senior leadership team, and as the agency's most senior advisor on human resources matters. The HR Director oversees all aspects of human resources, its practices and operations, to help the GIC attain its goals and objectives. The HR Director develops and leads human resource strategies and initiatives to promote a culture that attracts and retains high performing employees, promotes employee growth and development, and ensures that the GIC workforce reflects the diversity of the Commonwealth members that we serve. The HR Director will utilize their knowledge of human resources best practices and strategy to continually find new ways to innovate and support GIC employee engagement. The individual will help build and influence a human resources approach that positions the GIC for ongoing transformation and member engagement.

Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Oversee GIC organizational design programs and initiatives aligned with the agency's strategic goals to ensure GIC staff are selected, developed and deployed to support members and achieve GIC goals. Support the agency's hybrid work model with employees working in the office as well as remotely.
- Lead GIC training and development programs to provide employees with the skills and knowledge required to perform their current jobs, prepare for new jobs, and maintain awareness and compliance with Commonwealth programs. Promote pathways for career growth for employees within the agency, and conduct succession planning for senior management positions.
- Increase access and equity of underrepresented groups through hiring and promotion to ensure a diverse workforce that reflects the diversity of GIC members and of the Commonwealth population.
- Develop and implement recruiting programs to attract strong candidates who bring relevant skills and experience for their positions and have a passion for customer service and supporting GIC members and the organization.
- Serve as the GIC's Diversity Officer and ADA Officer, and oversee GIC Payroll and time reporting programs, employee leave programs, performance review programs, and other HR-related programs and initiatives.
- Ensure HR-related policies and practices are clearly developed and available to employees, and manage employee relations matters in a professional manner when employees may not be adhering to GIC or Commonwealth policies or expectations.
- Supervise assigned employees, provide guidance, performance feedback and support professional growth.
- Interface with the Commonwealth's Human Resources Division and with the Executive Office of Administration & Finance CFO where appropriate.
Preferred Qualifications:
- At least six (6) years of full-time professional/managerial experience with advanced levels of knowledge of human resources programs, policies and practices.
- Demonstrated success in human resources leadership with a comparable or larger sized organization.
- The ability to think from a long-term perspective about the evolving needs of the GIC organization and of the HR strategies and programs that will be required to meet these needs and accomplish the agency's objectives.
- Ability to collaborate with GIC leadership and others on difficult HR-related matters in a sensitive and constructive manner.
- Experience in state government and health care preferred.
- Ability to manage multiple activities and projects.
- Record of managing a team and engaging and developing staff.
- Willingness to serve as hands-on manager taking personal ownership of some projects while directing staff on others.
- Ability to apply and explain pertinent laws, rules, regulations, policies and programs.
- Skilled in exercising a high degree of initiative, judgement, discretion and decision making to achieve objectives.
- Record of work in multidisciplinary teams that share and leverage the strengths of its members.
- Proficient usage of Microsoft Office products including Excel and Outlook.
- Experience using the Human Resources Compensation Management System (HR/CMS).
- Knowledge of Microsoft Access and/or the Commonwealth's Information Warehouse (CIW) and ability to create and generate reports.
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
