GENERAL COUNSEL'S OFFICE

Attorney General Andrea Joy Campbell seeks a highly motivated and experienced lawyer to serve as General Counsel. The General Counsel is the Attorney General Office's lawyer and supervises the AGO's General Counsel's Office. The General Counsel's Office is the in-house counsel to the Office of the Attorney General with responsibility over personnel management, and compliance with ethical and legal obligations, including conflict of interest, public records, and professional conduct. The General Counsel reports directly to the Chief Operating Officer.

Primary Duties:

Duties for the General Counsel include, but are not limited to:
• Supervise and manage attorneys and paralegals in the General Counsel's Office.
• Serve as a subject matter expert on issues involving the State Ethics Law, G.L. c. 268A, conflicts of interest disclosure, and the Rules of Professional Responsibility, including chairing the AGO's Ethics Committee.
• Represent the AGO when complaints are filed against it before administrative agencies; represents the office and its employees in response to subpoenas; and represents the AGO in grievance processes pursuant to the collective bargaining agreements.
• Supervise outside counsel from time to time on litigation matters involving the AGO.
• Provide guidance and subject matter expertise to the Human Resources Division and managers on personnel related matters, including performance issues, leaves and requests for accommodation.
• Handle workplace investigations and ensure compliance with office policies.
• Draft, review, and update policies and procedures related to public records and retention, personnel, professional ethics, and conflict of interest.
• Oversee AGO's response to public records requests, creating consistent policy and responses for public records officers across the office; collaborate with AGO staff on public records litigation.
• Oversee the appointment, guidelines, professional ethics compliance and review of Special
Assistant Attorneys General, reviewing and approving contracts for legal services by state agencies; and answering questions from Special AAsG regarding their obligations under G.L. c. 268A and AGO guidelines. • Review and approve all Memoranda of Understanding, Common Interest Agreements, protective orders, requests for proposals, contracts, grants and employee reimbursements.
• Provide training to new employees and to AGO personnel on personnel policies, ethics, public records, records retention, and conflicts of interest.

Position Type: Full-Time/Exempt.

Our current hybrid model includes some remote workdays for most positions. On in-office days, employees are required to report to one of our designated office locations, either in Boston or at a regional office.

Salary: $164,037

Qualifications



Position Requirements :

• Must be a member of the Massachusetts bar.
• Minimum of ten (10) years of legal experience, preferably with a management background.
• Knowledge of Massachusetts state government and working knowledge implementing, state laws such as Contracting, Conflict of Interest, Public Records, and Records Retention.
• Substantial experience in all aspects of employment and labor law for both represented and non-represented employee populations, including counseling, defense of discrimination and other employment claims, labor grievances and arbitrations, and development of employment policies.
• Familiarity with, and experience giving advice relating to, state and professional ethic rules and laws. Criminal ethics experience desired but not required.
• Demonstrated skills in leadership, the ability to collaborate effectively with peers and other government agencies.
• Excellent interpersonal and communication skills, both orally and in writing.
• A valid driver's license, as travel across the State is required.
