The Department of Energy Resources' (DOER) mission is to create a clean, affordable, resilient, and equitable energy future for all in the Commonwealth. As the State Energy Office, DOER is the primary energy policy agency for the Commonwealth. DOER supports the Commonwealth's clean energy goals as part of a comprehensive Administration-wide response to the threat of climate change. DOER focuses on transitioning our energy supply to lower emissions, reducing and shaping energy demand, and improving our energy system infrastructure. The Department of Energy Resources (DOER) is seeking a highly organized and detail-oriented Fiscal Federal Programs Coordinator to support the operational oversight, compliance, and financial management of federal programs funded through the Infrastructure Investment and Jobs Act (IIJA) and the Inflation Reduction Act (IRA). This role will be critical in ensuring effective implementation, tracking, reporting, and coordination of federal funds aligned with DOER's strategic goals.
The coordinator will act as one of the agency's subject matter experts on all major federal energy funding opportunities and will work collaboratively across DOER divisions to support the application, allocation, and management of these funds. This position will be a part of the Federal Funding Team which is led by the Federal Programs Coordinator.
Duties include but are not limited to:
- Input appropriate forms into Fedconnect, Sam.gov, Grants.gov for federal funding opportunities
- Developing a thorough knowledge of major federal funding sources and policy; keeping up to date with new announcements and evolving requirements, including participation in NASEO (National Association of State Energy Offices) calls and working groups
- Coordinating with DOER fiscal, legal and program staff to aid with the tracking, applying for, receiving, and implementing federal funds
- Support planning and coordination of application for and implementation of funded programs and activities
- Develop and maintain systems for tracking federal funding, timelines, and deliverables to ensure transparent and timely reporting
- Manage communications within the fiscal team, DOER, and external parties
- Coordinate and manage the end-to-end lifecycle of federal awards, including applications, budgeting, receipt of funds, implementation, performance tracking, and reporting
- Coordinate with DOER, EEA and Climate Office staff to ensure a coordinated approach to federal funding applications
- Coordinating required reporting responsibilities associated with the receipt of federal funds with program staff, legal and fiscal division
- Manage accounting all Federal activity and assure that spending does not exceed budget and expenditure ceilings
- Keeping track of all documentation, reports, and data required for federal audits or reviews
- Other duties, as assigned
Preferred Qualifications:
- Skill in establishing and maintaining effective working relationships with supervisory staff, management, and staff in other government agencies
- Strong organization skills
- Strong written and verbal communication skills
- Experience managing complex projects with multiple deadlines
- Ability to work with diverse groups of stakeholders
- Proficiency in Microsoft Office Suite
- Experience with financial management software or grant tracking systems
- Knowledge and understanding of federal funds, preferably those impacting Massachusetts

Important note: This position is currently set up as a term-limited full-time employee (FTE) position through April 2028, contingent on the availability of federal funding under the Infrastructure Investments & Jobs Act.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
