Description:

MassDEP seeks applicants for the position of Environmental Analyst III within the Bureau of Water Resources, Division of Municipal Services (DMS). The DMS administers the State Revolving Fund (SRF) Program through the solicitation, review, and management of water infrastructure projects to ensure compliance with the Clean Water Act and Safe Drinking Water Act. The incumbent will be based in MassDEP's Boston Office and will perform professional data analysis work with the primary purpose of maintaining a large set of project and loan data. From time to time, the incumbent will provide technical support to other programs in the Bureau of Water Resources. The incumbent is expected to be capable of independent technical judgment.

Specific duties and responsibilities include, but are not limited to, the following:

  • Assisting in the management and updating of the SRF databases.
  • Assisting with federal or state required processes, surveys, reporting, and documentation.
  • Providing quality assurance/quality control of reporting data.
  • Coordinating with project engineers on data acquisition/input.
  • Researching the environmental and public health benefits of SRF projects.
  • Performing required reporting to the state and federal partners to ensure compliance with regulations.
  • Supporting the Bureau of Water Resources programs when requested.

Preferred Qualifications:

  • Knowledge of the principles and practices of environmental sciences and environmental protection.
  • Ability to write clear, concise environmental reports of considerable difficulty.
  • Ability to analyze and interpret complex environmental data and apply problem solving techniques.
  • Ability as a public speaker in discussion and/or presentation of technical data/environmental concerns.
  • Ability to establish and maintain effective working relationships within DEP and with our state and federal partners.
  • Ability to develop, organize, and manage complex technical reports and ability to meet time sensitive reporting deadlines.
  • Ability to create Excel spreadsheets, analyze large datasets working with Access databases, running queries and Structured Query Language (SQL), utilize Cloud based file storage platforms.
  • Ability to utilize computers for communication, data analysis, record keeping and information processes.
  • General knowledge of state and federal laws and regulations pertaining to water pollution control.
  • Excellent communication skills.


Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.


III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
