The Commonwealth of Massachusetts is seeking an exceptional individual to join the Executive Office of Health and Human Services Information Technology (EOHHS IT) Team as the Director of Operations Management - Department of Transitional Assistance Information Technology (DTA IT). The Director of Operations Management - DTA IT will report directly to the Assistant Chief Information Officer (ACIO) for DTA and will oversee and supervise the technology team at DTA IT, lead in the creation and implementation of technology roadmaps, and manage the enterprise systems for DTA. The Director of Operations Management - DTA IT will work with the ACIO to meet the technology service needs for DTA and will manage technical professionals including Software Developers, Architects, Database Administrators and Application delivery staff who are responsible for the maintenance and operations of systems within DTA IT. They will interact with multiple subject matter experts, software vendors, and EOHHS leadership staff to ensure the successful coordination of IT activities and operations. Additionally, they will support cross-functional projects and initiatives with multiple internal and external stakeholders. This will actively participate with the information technology governance processes and provide strategic and technology leadership to ensure agency initiatives are delivered successfully, sustained operationally, and that information technology efforts continue to meet evolving business needs.
The primary work location for this role will be at One Ashburton Place, Boston, Massachusetts 02108. The work schedule for this position is Monday through Friday, 9:00 AM to 5:00 PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.
Responsibilities:
• Guide the implementation of DTA information technology systems using knowledge of EOHHS' application landscape and secretariat priorities to identify opportunities for re-use within agencies across the secretariat.
• Manage information technology resources responsible for the ongoing operations and development of applications and solutions to support DTA.
• Participate in the development and implementation of DTA IT strategic planning, represent and advocate for agency IT needs and program policy priorities, and coordinate agency priorities with other EOHHS IT teams as needed.
• Develop and implement a technology roadmap for DTA to align with EOHSS priorities, innovation and cost saving opportunities that support Agency business priorities.
• Participate in departmental meetings for DTA Agency as a senior executive and technology advisor to the DTA Agency executive.
• Represent and advocate for the IT needs of the DTA Agency and maintain an active understanding and awareness of Agency programs and policy priorities.
• Coordinate with other IT Teams and other leadership team members to publish standards and reports to effectively monitor systems, projects, and initiatives on status and progress to both internal leadership as well as State and Federal stakeholders.
• Partner with other IT teams (Business analysts, testing, program management etc.) to ensure an integrated process during the software development life cycle and provide the needed technical support to these staff.
• Ensure comprehensive and detailed system documentation as well as maintenance, production support, recovery and incident management procedures are in place.
• Support DTA agency leadership by bringing forward solution offerings that can provide value add, efficiency enhancements and cost savings opportunities for the agency.
• Provide technology expertise to agency during review of vendor proposals and technical submissions.
• Provide coordination and efficient communication strategies in a highly matrixed environment, communicating with external stakeholders and internal partners to ensure alignment and resolution for issues related to project deliverables and other topics as needed.
• Adhere to established Commonwealth policy and procedures with respect to system security, data governance, quality assurance, and other related standards.
• Partner with DTA IT Security Manager, EOHHS leadership and EOTSS counterparts as appropriate.

o Possesses adept knowledge of key enterprise architecture frameworks such as TOGAF, Zachman, among others, and a solid understanding of prevalent security standards.

Preferred Qualifications:
• Minimum of six (6) years of IT leadership experience overseeing technical projects and teams, managing business processes, and developing contingency plans - preferably within a government or human services IT environment.
• Experience overseeing full lifecycle of IT projects, from planning and budgeting to implementation and evaluation, ensuring alignment with organizational priorities.
• Demonstrated systems implementation and modernization project experience.
• Experience leading decision-making processes in a matrixed environment.
• Management experience including planning, risk management, change management, scheduling, task management, team leadership, and quality control.
• Experience with application development, information analysis, systems integration, and systems architecture.
• Knowledge of System Development Life Cycles and methodologies.
• Experience with Organizational Change Management and change control.
• Knowledge of management principles and practices, including the management of staff and professional development.
• Ability to work concurrently on multiple complex and sometimes ambiguous problems.
• Excellent MS Office skills with a focus on MS Visio, Power Point presentation, and Excel.
• Excellent verbal and written communication skills, with the ability to effectively communicate complex technical concepts, project updates, and strategic recommendation to both technical and non-technical audiences.
• Strong analytic, organizational and documentation skills.

• The Director of Operations Management - DTA IT will report directly to the Assistant Chief Information Officer for DTA.

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
