Job Description

MassAbility is actively searching for a Director of Business Relations. This exciting role will lead innovation while strengthening proven practices for the upskilling of individuals with disabilities for career ladder jobs with competitive wages. As the Director of Business Relations, you will be a crucial part of the strategic plan of MassAbility, focusing on providing services that break down barriers and empower people with disabilities to live life on their own terms.

In this strategic and innovative role, you will provide overall oversight and direction of the Business Relations unit in collaboration with the Assistant Commissioner of Career Services and Workforce Development, Director of Workforce Talent Development, Director of Career Services Operations, and other agency leadership and key stakeholders. You will oversee the development and implementation of the Business Relations unit's strategic plan, while monitoring and evaluating performance and metrics to ensure consistency of practice across the Commonwealth. Additionally, you will provide executive-level reporting and establish goals and objectives for the three districts and business services staff supporting twenty local offices. In addition, the Director oversees the expansion of local, regional, and statewide partnerships with businesses, colleges, training, and community partners.

Duties and Responsibilities (these duties are a general summary and not all-inclusive):

• Direct overall planning, coordination, and evaluation of business service processes, procedures, and practices to promote effective administration and services resulting in increased employment outcomes for qualified individuals with disabilities

• Develop and create national, statewide, and local partnerships in business priority, with the goal of skilling up a workforce pipeline and promoting individuals with disabilities prepared to meet the hiring needs of businesses across the Commonwealth.

• Manage development of apprenticeships in collaboration with EOLWD's Division of Apprentice Standards, including expanding Registered Apprenticeships for MassAbility job seekers.

• Provide overall business services unit programmatic and administrative oversight and direction in collaboration with the Assistant Commissioner of Career Services and Workforce Development.

• Supervise and oversee the Business Relations managers and staff to ensure consistency of practice and financial and programmatic efficiencies specific to the Business Relations unit.

• Assist in the development of marketing strategies and materials for outreach and education around the employment of people with disabilities

• Lead collaborative initiatives with vendors, MassHire, and other stakeholders to strategize and partner in achieving greater employment outcomes for individuals with disabilities

• Conduct presentations and disability awareness training for various stakeholders at corporations and organizations across industries and market sectors, including CEOs, HR, and hiring managers.

• Collaborate with the Chief Financial Officer and the Assistant Commissioner to ensure that Business Relations appropriately allocates resources.

• Assist with developing and managing the annual Business Relations budget and adjusting as needed based on the availability of funds.

Preferred Qualifications:

• Exceptional organizational skills with the ability to analyze complex problems, design practical solutions, and delegate authority effectively.

• Commitment to innovation, trying new strategies, and working collaboratively with leadership and staff.

• Ability to lead and delegate, including supporting and bringing up leadership within the unit to create the new generation of leaders in the field/agency.

• Demonstrated ability to resolve personnel conflicts and motivate staff in a collaborative environment.

• Excellent verbal and written communication skills, with the ability to engage with internal and external stakeholders.

• Proficiency with fiscal contract management as it relates to program management.

• Knowledge of labor market applications.

• Understanding of ADA and disability-related issues and accommodations within the workplace.

• Aptitude to understand, apply, and interpret the provisions of the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing agency operations.

• Proficient in general, statistical, and technical report writing methods and able to write general, statistical, and technical reports.

• Ability to analyze and determine program data's applicability, draw conclusions, and make appropriate recommendations.

• Ability to accomplish work objectives where few precedents or guidelines are available.

• Flexible and able to accommodate varied shifts and/or irregular hours (i.e., weekends, holidays, nights).

• Willingness to travel for job-related purposes.

• Ability to plan, organize, and control the use of workforce, equipment, and budgetary resources to achieve agency goals and objectives.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
