Development Lead Manager
Position Overview
The Executive Office of Educations Information Technology Group (EOE IT) strives to connect and empower communities of learners, from birth to college to the workforce, by building and supporting innovative systems that facilitate positive outcomes for all. We are a diverse team of professionals dedicated to ensuring that the Commonwealth of Massachusetts remains the national leader in education.
As a member of the EOE IT Management Team, the Development Lead Manager will lead and direct a team of developers to deliver high-quality software solutions. This position will work closely with cross-functional teams, including project managers, analysts, and other engineering leads, to ensure successful project delivery. This leadership position will be key in setting the technical direction, mentoring junior developers, and ensuring that development practices are followed and align with the department's goals as well as establishing policy, standards and service level agreements for the EOE Development team. This position will work with other Leads to ensure that development team standards are in-line with other teams.
The Development Lead Manager reports directly to the Chief Applications Officer and directly manages a team of 10 staff members as well as the provision of direction and guidance to others across the enterprise.
Key Responsibilities
- Team Leadership: Lead and direct a team of software developers, providing guidance, mentorship, and fostering a collaborative, high-performance environment. Develop policy and procedures to ensure quality delivery.
- Technical Strategy: Define and drive the technical vision and strategy for projects, ensuring scalability, maintainability, and performance.
- Development & Architecture: Actively contribute to coding, architectural design, and code reviews while ensuring adherence to coding standards and best practices.
- Mentorship: Provide ongoing mentorship and coaching to team members, supporting their career growth and technical development.
- Agile Methodology: Lead the team in agile practices (e.g., Scrum or Kanban), ensuring efficient and timely delivery of features and bug fixes.
- Communication: Communicate progress, risks, and roadblocks to stakeholders and senior leadership effectively.

Preferred Qualifications
- Proven experience 10+ as a senior developer or development lead in a software development environment.
- Strong expertise in .Net, Node.js, Javascript, Python
- Hands-on experience with modern development practices such as Agile, TDD (Test Driven Development), and CI/CD.
- Hands on experience in Github
- Experience with cloud platforms (AWS) and microservices architectures.
- Strong problem-solving skills and the ability to think critically and make decisions quickly.
- Demonstrated leadership and mentoring experience, with a focus on building strong, collaborative teams.
- Excellent verbal and written communication skills, with the ability to work effectively with both technical and non-technical stakeholders.
- Ability to work in a fast-paced, evolving environment with changing priorities

- Familiarity with containerization and orchestration tools (e.g., Docker, Kubernetes).
- Bachelors or Masters degree in Computer Science, Engineering, or a related field.
- Experience in industry-specific tools or technologies.
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
