Job Description

The Department of Transitional Assistance (DTA) is seeking qualified applicants for the position of Deputy Director of Benefit Issuance. Our ideal candidate will oversee daily operations of the Benefit Issuance Unit and assist in the development and implementation of public assistance payment policies and processes to meet DTA clients' needs.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

• Manage the Electronic Benefit Transfer (EBT) public assistance payment process and the Card Issuance System (CIS).

• Manage the EBT Card print shop at the Schraffts Center in Charlestown, MA, including the Benefit Issuance Unit staff. This location has 7 staff members and is responsible for printing and mailing up to 40,000 EBT cards a month.

• Provide programmatic and technical training to Benefit Issuance Unit staff.

• Oversee the Benefit Issuance local office audits. These audits are performed by one member of BI staff. The Deputy Director must review any findings and work with local office management to develop a corrective action plan.

• Assist in the development and implementation of policies for programs to meet client needs.

• Design, review and revise procedures and methods of measurement for monitoring performance of programs.

• Manage unit activities for single state audits and USDA Food and Nutrition Service (FNS) management evaluations.

• This position requires a minimum of two on-site days a week at our Schraffts location.

Preferred Qualifications:

• Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing agency operations.

• Knowledge of the principles and practices of organizational behavior.

• Knowledge of the principles and practices of budgeting as it relates to program management.

• Knowledge of the state budgetary and accounting procedures.

• Knowledge of management, and training & development principles and practices.

• Knowledge of business process and improvement theory and practice.

• Knowledge of Department of Transitional Assistance programs, policies, and procedures.

• Ability to coordinate and direct several projects simultaneously to successful completion under strict time constraints.

• Ability to set priorities and identify and implement strategies.

• Skill and ability to establish and maintain effective working relationships.

• Ability to present facts and recommendations effectively in oral and written form.

• Skill in problem-solving, building consensus, conflict resolution and team building.

• Ability to continuously analyze and assess project progress and implement changes necessary to achieve established Agency and project goals and objectives.

• Given the population served, bilingual or multilingual fluency.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
