Division Overview:

The Division of Local Services helps Massachusetts cities and towns achieve sound and efficient fiscal management through technical assistance, training and oversight. Its bureaus are responsible for ensuring the fairness and equity of local property taxation, the accuracy and quality of local accounting and treasury management, interpreting state laws that affect local governance, distributing local aid, and maintaining a comprehensive databank on local finances.

About the Role: We are seeking a dynamic Data Analyst to join our team, focusing on our internal software applications. The ideal candidate will be responsible for handling user support requests, driving improvements in our business processes, and ensuring a seamless experience for internal users.

Key Responsibilities:

  • Act as a liaison between internal users and the IT team, effectively communicating user needs and technical limitations.
  • Gather and document requirements for system enhancements, translating business needs into technical specifications.
  • Lead user support efforts, resolving help desk tickets, and responding promptly to user requests.
  • Develop and maintain clear and concise technical documentation, training materials, and support procedures.
  • Analyze and improve business processes through technology solutions, aiming to reduce manual tasks and enhance user experience.
  • Participate in the design, testing, and implementation of software updates and new features.
  • Ensure quality, reliability, and completeness of the services deployed through thorough testing.
  • Provide ad hoc and project-based reporting, queries, and analysis as required.
  • Balance multiple initiatives and projects, maintaining high-quality standards and meeting implementation deadlines.
  • Stay updated on emerging technologies and best practices, suggesting improvements for business operations.
  • Act as a skilled liaison between engineering teams and business stakeholders to extract, gather, analyze, document, communicate, and validate requirements to bridge the gap between technical feasibility and business objectives.
  • Translate your insights and analysis into consumable, engineering-focused documentation to emphasize the 'why' and 'what,' ensuring that the captured information is oriented towards delivering maximum business value.
  • Demonstrate the ability to rapidly assimilate modern technology and technical concepts.
  • Proven experience working closely with multidisciplinary teams, including seasoned engineers, to deliver exceptional products and solutions.
  • Exhibit excellent written and verbal communication skills. Convey complex product details effortlessly to diverse audiences, fostering clarity and understanding.
  • Familiarity with tools such as Jira and Confluence, and experience in SQL and Data analysis.
  • Display a keen eye for detail, strategically applying it where necessary to ensure precision and accuracy in all endeavors.
  • Embrace a critical thinking mindset, unafraid to pose questions and explore uncertain answers, driving continuous improvement and innovation.
  • Demonstrate proactive problem-solving abilities, capable of independently identifying and resolving challenges. Exhibit curiosity, share solutions and insights collaboratively to benefit the team.

An external candidate recommended for a position with the Department of Revenue will be subject to a background check that includes checks for: state and federal tax compliance; child support compliance; education verification; Massachusetts CORI checks; criminal background checks in state(s) of current and previous residence/employment; validation of eligibility to work in the United States; and national fingerprint-based criminal background checks.

As part of the Future of Work initiative, the agency is adopting a hybrid work model. Hybrid work is a mix of in-office work and telework. This position will work remotely some days and in-person on other days.

Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

Minimum Entrance Requirements:

Applicants must have (A) at least four years of full-time or equivalent part-time professional experience performing related duties that include business data recovery, analysis, query design, reporting and statistical analysis; or (B) any equivalent combination of the required experience and the substitution below.

Substitutions:

I. A Bachelor's degree with a major in Mathematics, Economics, Computer Science, Information Management, Statistics or a related field may be substituted for two (2) years of the required experience

II. A Master's degree or higher with a major in Mathematics, Economics, Computer Science, Information Management, Statistics or a related field may be substituted for three (3) years of the required experience
