Job Description

The Municipal Police Training Committee (MPTC) is a state agency within the Executive Office of Public Safety and Security (EOPSS). The MPTC's mandate and mission is to set the police training standards for all law enforcement officers certified by the Massachusetts Peace Officer Standards and Training Commission ("POST"), and to develop, deliver, and maintain a record of that training for over 23,000 police officers (municipal, MBTA, environmental, campus, hospitals), deputy sheriffs, harbormasters, constables, and other statutorily defined personnel who perform police duties and functions in the Commonwealth. These responsibilities are to be carried out in a way that ensures high quality, standardized, community-oriented training. The MPTC's training programs include a comprehensive, 800-hour basic recruit training program for new police officers, statutorily required annual in-service training programs, and specialized training programs. The MPTC's academies work closely with the local municipal police departments in their respective regions and are responsive to regional training needs and requirements. The MPTC operates 6 regional academies and oversees 10 authorized academies across the Commonwealth. The East Falmouth Academy Director is directly responsible for overseeing the operation of the MPTC's southeastern training facility and for facilitating and delivering safe, efficient and timely training to meet the needs of the regional constituents while operating within the guidelines and policies of the agency and the state systems. This is a contract position. This position will oversee a 6-month academy session annually with the possibility of additional hours of administrative work pre and post academy. This position will work an average of 40 hours per week during an academy session.

Duties and Responsibilities:

  1. Oversee and manage the operation and administration of the East Falmouth Academy.
  2. Direct and administer the basic recruit program to include, but not limited to, planning, scheduling, and assigning personnel.
  3. Supervise and direct staff instructors and subject matter instructors in preparation for and delivery of standardized basic training during which student officer progress is monitored/evaluated and discipline is addressed when necessary; evaluate and make recommendations regarding instructor effectiveness.
  4. Manage the administrative support function related to all academy operations, including but not limited to correspondence, meetings, payment of instructors, and budget management consistent with agency policy and procedures.
  5. Attend area police and advisory group meetings to determine regional training needs and maintain close working relations with the community and to promote and gain support.
  6. Oversee the maintenance and upkeep of the academy facility.
  7. Regularly communicate with and provide timely information to the Manager of the MPTC's Basic Training Division, and the Chief and Deputy Chief of the Training Bureau.
  8. Travel as needed depending on the operational needs of the agency.
  9. Accommodate occasional schedule adjustments to include evening and weekends as may be required.
  10. Coordinate off site training and ceremony as needed.
  11. Perform related duties as required and assigned.

Qualifications

Preferred Qualifications:

1. Demonstrated experience in personnel management, including supervision and team development.

2. Strong attention to detail with the ability to manage multiple priorities effectively.

3. Proven background in program administration, planning and implementation.

4. Prior law enforcement experience preferred.

5. Experience in budget development, monitoring and financial oversight.

6. Ability to perform effectively in fast-paced, high pressure environment.

7. Ability to obtain a License to Carry in Massachusetts.
