Job Description

The Massachusetts Department of Public Health (DPH) is seeking a qualified and motivated individual committed to public health, quality of life, and safety to serve as a Program Coordinator II within the Clinical Laboratory Program (CLP) of the Division of Health Care Facility Licensure and Certification.

The Clinical Laboratory Program Coordinator is responsible for processing and monitoring applications for licensure and federal certification (CLIA) of clinical laboratories operating in Massachusetts. These laboratories provide essential diagnostic and screening services in a wide variety of settings including hospitals, physician offices, long-term care facilities, schools, and local public health departments. The Clinical Laboratory Program Coordinator plays a critical role in ensuring timely and accurate application processing, communication with stakeholders, and compliance with state and federal regulations.

The ideal candidate will have experience working in a regulated healthcare setting and a strong understanding of clinical laboratory operations, licensure, and certification requirements, including familiarity with the Clinical Laboratory Improvement Amendments (CLIA) and relevant Massachusetts regulations.

Duties and Responsibilities (these are a general summary and not all-inclusive):

  • Coordinate and monitor assigned program activities, including Clinical Laboratory licensing and CLIA certifications, to ensure effective operations and compliance with established CLIA and Clinical Laboratory Regulation standards.
  • Review and analyze data to determine progress and effectiveness, to make recommendations for changes in procedures, guidelines, etc., and to devise methods of accomplishing program objectives.
  • Responsible for CLIA certification applications, licensure, and Clinical Laboratory Approval processing within the Clinical Laboratory Program.
  • Provides on-the-job training and orientation to subordinates and clerical staff responsible for Clinical Laboratory licensure, CLIA certification, and approval processing
  • Provides technical assistance to agency personnel and others concerning assigned programs to exchange information, resolve problems, and to ensure compliance with established policies, procedures, and standards.
  • Respond to inquiries from staff, laboratory providers, and others to provide information concerning assigned agency programs.
  • Ensures written documentation regarding Clinical Laboratory licensure and CLIA certification processing is filed in an accurate and timely manner.
  • Liaison with various local, state and/or federal agencies and other organizations (including, but not limited to, Centers for Medicare & Medicaid Services [CMS], the National Training Laboratory Network, the Massachusetts Hospital Association), DPH's Division of Health Care Facility Licensure and Certification) and laboratory facilities to exchange information, resolve concerns, and coordinate activities.
  • Coordinate, prepare and/or revise survey and licensure documents, letters, and memoranda.
  • Perform data entry updates in ASPEN computer system in accordance with federal and state requirements.
  • Responds to inquiries from the public and providers regarding applications, licensure, and applicable regulations and processes.

Required Qualifications:

  • Knowledge of basic CLIA regulations and Massachusetts Clinical Laboratory Regulations
  • Knowledge of the methods of general report writing.
  • Ability to analyze and determine the applicability of data, to draw conclusions and to make appropriate recommendations.
  • Capability to gather information by examining records and documents and by questioning individuals.
  • Ability to maintain accurate records.
  • Ability to prepare and use charts, graphs and tables.
  • Capacity to write concisely to express thoughts clearly and to develop ideas in logical sequence.
  • Ability to give written and oral instructions in a precise, understandable manner.
  • Ability to establish rapport with persons from varied ethnic, cultural and/or economic backgrounds.
  • Capacity to adjust to varying or changing situations to meet emergency or changing program requirements.
  • Ability to exercise discretion in handling confidential information.
  • Knowledge of the principles, practices and techniques of supervision.

Preferred Qualifications:

  • Awareness of the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned unit activities
  • Knowledge of the organizational structure and functions of the assigned agency.
  • Knowledge of the types and uses of agency forms.
  • Awareness of the laws, rules and regulations governing the state personnel system.
  • Knowledge of state budgetary procedures relating to positions, salaries and personnel services.
  • Familiarity with state procedures governing the purchasing and requisitioning of supplies and equipment

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.


III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
