Job Description

The Executive Office of Veterans Services (EOVS) is a state agency whose mission is to be the primary advocate for all veterans in the Commonwealth and provide them with quality support services.

As a key contributor to the mission of EOVS, the Chief Fiscal Officer (CFO) plays a critical role in that mission and is responsible to manage and oversee a variety of fiscal programs, including budget development and tracking, internal control and audit, development and tracking of financial assurance mechanisms and trusts, mandated annual compliance and revenue collections. Experience with and knowledge of financial best management practices is essential.

Duties and Responsibilities (a general summary and not all inclusive):

  • Provide leadership in the planning, management, coordination and evaluation of financial services in support of the Agency's priorities, policies and procedures.
  • Manage and shape effective administrative systems including budget & accounting, procurement & contracts and financial reporting & analysis
  • Make relevant recommendations to the Secretary and senior management team to improve financial processes.
  • Lead and financially manage the completion of contracts, grants, lease arrangements, physical inventory, health and safety, special projects and develops related agency policies and procedures.
  • Work closely with management to determine the department's financial needs and include pertinent information in the budget process from H.1 through the final GAA reflected in the maintenance and spending plan processes.
  • Serve as the key financial contact with federal and state oversight agencies including the Massachusetts Veterans Homes (MVH) in Chelsea and Holyoke MA, Veterans Administration, the Social Security Administration, the State Comptroller's Office, the Executive Office for Administration and Finance (ANF), State Treasurer, and the House and Senate Committees on Ways and Means.
  • Represent the Agency on all financial matters before oversight agencies and numerous external business and provider organizations. The CFO is also accountable for all financial staff and providing guidance and oversight to all Department staff ensuring compliance with the Department's internal control policies and with oversight agencies' policies and procedures.
  • Work in collaboration with a centralized Human Resources (HR) Office and serves as the liaison between HR and the Agency. Responsibilities include the hiring process, union grievance issues and dispute resolution, classification and various personnel actions.

Preferred Qualifications:

  • Familiarization with Commonwealth Information Warehouse (CIW) and the Massachusetts Management, Accounting Reporting System (MMARS), Massachusetts Budget Application (MBA), A&F Platform, Budget Language Database (BLD), COMMBUYS Procurement Platform and SDO standards.
  • Ability to comply with the Executive Office of Administration and Finance (A&F) and Office of the Comptrollers (CTR) deadlines, particularly regarding Spending Plan, Maintenance, Joint Ways & Means exercises.
  • Familiarity with A&F, OSD, SDO, and CTR rules, regulations, policies, and best practices for Procurement & Contracting.
  • Ability to provide oversight for Interagency Service Agreement (ISA) point of contact, facilitate signatories and transactions, as required.
  • Ability to maintain accurate, organized accounting reports, electronic files, and correspondence for all financial transactions, including invoices, payment vouchers, proof of receipt, and expenditure approvals.
  • Conduct comprehensive reviews of financial policies and procedures to ensure compliance with applicable laws, rules, regulations and standards.
  • Ability to manage daily operations of budget and accounting office, including, supervision, setting priorities, and addressing issues as they arise
  • Ability to oversee EOVS budget, including making needed recommendations for adjustments to ensure EOVS is within appropriation and budget
  • Ability to prepare and present financial and statistical reports on EOVS spending against available funding.
  • Ability to forecast, monitor and track expenditures to ensure adequate funding source
  • Ability to supervise personnel, including planning, assigning, and evaluating work
  • Ability to collaborate closely with Senior staff to analyze issues that may affect the budget
  • Ability to foster a culture emphasizing accuracy, efficiency, and accountability within the team
  • Ability to contribute strategically to the Secretariat's mission, ensuring fiscal integrity and compliance
  • Ability to use analytical skills to resolve complex financial discrepancies and provide data driven insights.
  • Coordinate with internal departments to integrate financial data for informed decision making
  • Familiarity with the principles and practices of financial management, including financial analysis budgeting and forecasting.
  • Knowledge and understanding of accounting principles and practices applied to Generally Accepted Accounting Principles (GAAP), Generally Accepted Government Auditing Standards (GAGAS), Generally Accepted Auditing Standards (GAAS), and related accounting methods promulgated by the Government Accounting Standards Board (GASB) and the American Institute of Certified Public Accountants (AICPA).
  • Ability to model, forecast, review and analyze data for financial and programmatic decision-making.
  • Knowledge of State Financial Laws, Accounting policy and regulations
  • Solid written and oral communication skills and proficiency establishing and maintaining harmonious working relationships with a variety of staff, organizations, and stakeholders.

About the Executive Office of Veterans Services:

On March 1, 2023, Governor Maura T. Healey and Lieutenant Governor Kimberley Driscoll established the Executive Office of Veterans Services. The office oversees programs and services for Massachusetts veterans, including Chapter 115 benefits for eligible veterans. It also manages the state's two Veterans Homes in Holyoke and Chelsea and the Memorial Cemeteries in Agawam and Winchendon. Our mission is to provide the highest quality programs, benefits, and advocacy to Massachusetts veterans alongside federal and local partners.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
