Job Description

This position is designated as an Emergency Personnel Position. Due to the nature of the job functions and responsibilities associated with this position, the person in this position may be required to report to work during an emergency, or during non business work hours to support agency operations, even if state offices are closed or other state workers are excused from work.

The Chief Fiscal Officer (CFO) directs and supervises all fiscal functions of the Massachusetts Emergency Management Agency, including the agency's annual spending in federal grant funds, trust funds, and state appropriated funds. The CFO also supervises the staff of the agency's Fiscal Unit, Procurement Unit, and Emergency Management Grants Unit. Other duties of the CFO include but are not limited to: developing and overseeing the execution of the agency's annual budget and spending plan in accordance with guidance from the Executive Office of Public Safety and Security and Executive Office for Administration and Finance; being responsive to queries from the legislature, including the Ways and Means Committees; providing advice and guidance to the Director of the agency and the Senior Leaders on fiscal matters; purchasing and contracting of goods and services, including emergency procurements during emergencies; management of accounts payable and receivable; payroll; overseeing the fiscal components of the several state and federal grants awarded to MEMA; overseeing the fiscal components of grants awarded by MEMA to sub-grantees; control and maintenance of the internal program accounting system; creating and updating the Internal Control Guide for the agency. This position reports to the MEMA Director and regularly participates in senior level staff meetings to plan long-term objectives of the organization.

1. Direct and manage the preparation of the agency's operating budget and spending plans, including all state, federal, trust and capital funds.

2. Direct funding requests, both in annual budget process and during emergency response.

3. Serve as a member of the Executive Staff of MEMA, including regular participation in Executive Staff meetings, developing policy and providing input on policy matters.

4. Monitor all agency spending to ensure that spending is consistent with the agency's budget and spending plans.

5. Advise the Director, Deputy Director and other agency personnel on fiscal matters.

6. Oversee the procurement and lifecycle of goods and services as the designated Chief Procurement Officer, including managing procurement staff.

7. Grant management: oversee the Emergency Management Grants Unit, coordinate with the Office of Grants and Research in the Executive Office of Public Safety and Security, FEMA and other agencies to identify potential grant streams, apply for grants, and comply with grant spending and reporting requirements.

8. Maintain close working relationships with the CFO of the Executive Office of Public Safety and Security, the Executive Office of Administration and Finance, and the Office of the State Comptroller, including being responsive to information requests and submittal deadlines.

9. Establish and maintain Internal controls and procedures to ensure compliance with federal and state finance regulations.

10. Serve as the designated Security Officer and Single Audit Liaison.

11. Oversight of all fiscal related audits of MEMA finances.

12. Participate in emergency operations, including activations of the State Emergency Operations Center, including serving as Chief of the Fiscal Section under the Incident Command System.

13. Oversight of payroll expenditures, accounts and employee reimbursements.

14. Other duties as assigned

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
