Job Description

The Department of Children and Families (DCF) is seeking a mission-driven, dynamic, highly organized individual to fill the role of Case Review Supervisor. This position will direct approximately five to six Case Reviewers who will conduct case reviews primarily in the following Area Offices: North Central, Greater Lowell, Worcester East, and Child and Family Services. Staff may also conduct reviews in other areas of the state based on the needs of the unit. Staff may also conduct reviews in other areas of the state based on the needs of the unit.

The selected candidate will hire, assign, and supervise Case Reviewers to ensure timely case reviews which conform to the Department's policies, procedures, and standards. The Case Review Supervisor will also develop and administers a system of monitoring to determine the level of the reviews' compliance with state and federal statutes.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Hires, assigns, and supervises Case Reviewers to ensure timely case reviews which conform to the Department's policies, procedures and standards.
  • Develops and administers a system of monitoring to determine the level of the reviews' compliance with state and federal statutes.
  • Resolves conflicts between the case review panel and the Area Program Manager at the Area Office or the provider managing the case when the panel's determination is inconsistent with the case plan.
  • Evaluates individual performance of the case review staff to make recommendations for the improvement of appropriate training and staff development initiatives.
  • Analyzes case reviews and case review determinations to identify policies, procedures and casework practices which impede the Department's ability to achieve permanence for all children.
  • When Case Reviewers are unable to conduct scheduled reviews, the Supervisor will conduct the review if no other Case Reviewer is available, and the review cannot be postponed.
  • As needed will supervise and assign consultant part-time Case Reviewers.
  • Assists in the preparation of Foster Care Review Annual Report.

Preferred Qualifications:

  • Strong leadership skills and a high energy level necessary to create and manage a review system which requires extensive coordination of volunteers, courts, service providers, and other DSS staff.
  • Current and valid licensure as a Licensed Social Work Associate, Licensed Social Worker, Licensed Certified Social Worker, or Licensed Independent Clinical Social Worker by the Massachusetts Board of Registration in Social Work.
  • Thorough knowledge of and commitment to permanency-based planning.
  • Strong problem-solving, negotiating and communication skills.
  • The ability to motivate, encourage and develop the skills of professional and non-professional staff.
  • Experience working in a culture that values inclusivity, performance, transparency, and authenticity.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four (4) years of full-time or equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.

III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

V. A Doctorate degree in a related field may be substituted for the required experience.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
