Assistant Manager, Telecommunication
Job Description
JOB SUMMARY
The work involves responsibility for implementing and maintaining data transmission networks in support of Lottery's central computer system. Under general supervision of the Telecommunications Manager, the Assistant Manager performs a variety of complex duties in the support of data communication systems. Direct supervision is exercised over the communications technician(s).
The Assistant Manager position is engaged in monitoring and troubleshooting communications equipment located at the Lottery's data centers along with the end user equipment located in 8000 plus Lottery agent locations. The Assistant Manager of Telecommunication is responsible for the moves, additions and changes to the Lottery's voice telephone systems for headquarters and all other Lottery offices. The Assistant Manager is also engaged in the administration of the communications for mobile devices such as smartphones, tablets, IPADs, etc.
ESSENTIAL FUNCTIONS
- Receive recurring invoices from telecommunications service providers review and verify correctness and take action on outstanding balances or incorrect billing.
- Implement physical connections on frames, patch panels, cabling, and equipment by making cross connects.
- Resolve software configuration problems and diagnose hardware problems to the individual agent location level by using network monitoring tools.
- Work with Lottery field technicians to perform tests and problem analysis of the Lottery's wireless and wired routers.
- Remotely manage devices to determine problems and debug issues, utilizing knowledge of network address configuration.
- Access the communications service provider web-enabled, secure portal to build trouble tickets, track and review network reports and work multiple computer screens to create or update Lottery computer system agent service/dispatch records.
- Must be able to adapt as technology changes and evolves.
- Must have a valid driver's license and the ability to drive between locations throughout the Commonwealth.
- Ability to work all shifts (24x7x365) and/or locations as required.
- Perform related duties as assigned.
Qualifications
PREFERRED QUALIFICATIONS
- Three to five years' hands-on experience in telecommunications operations
- Strong understanding of telecommunications systems including VoIP, PBX, POTS lines mobile networks and cabling.
- Excellent understanding of network LAN/WAN hardware including routers, switches, load balancers, wireless networking equipment and MDM tools
- Strong problem-solving skills.
- Work as an individual contributor as well as part of a team.
- Effective communicator with strong technical documentation skills.
