The Executive Office of Health and Human Services (EOHHS) is pleased to offer an exciting career opportunity to motivated and experienced human resources professional who is interested in joining the Executive Office of Health and Human Services (EOHHS) as an Assistant Manager, Leaves Administration. Incumbent will assist in ensuring timely and effective outreach to employees, healthcare providers and Agency leadership to communicate leave status updates and implement and maintain auditing procedures to assist with prioritizing workflow for the Leave Coordinators.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
• Oversee outreach to employees, healthcare providers, Agency leadership, ADA and Secretariat Labor units to ensure consistent, effective and timely case management of complex leave of absence requests.

• Audit daily reports to ensure that communications and processing are being handled timely based on established procedures and regulatory requirements.
• Prioritize workflow and communicate issues and concerns to Lead Coordinators, Leaves Manager, and Secretariat leadership.
• Assist with training and development to provide employees with the skills, knowledge, and attitudes to follow prescribed processes and align with EOHHS's mission, vision and values.
• Communicate and build relationships with external groups and individuals concerning leave administration polices, priorities, programs, services, and individual leave of absence cases for assigned for management oversight.
• Administer and oversee requests related to other leave of absence entitlements, such as military, Workers' Compensation, Catastrophic Leave, and Extended Illness Leave Bank, etc.
• Ensure compliance with collective bargaining agreements (CBAs), federal and state laws, rules and regulations as well as Agency policies and procedures.
Preferred Qualifications:
- Knowledge of FMLA Rules, Regulations, and processes along with an understanding of HR regulations, industry trends and applicable laws related to leaves administration
- Professional experience working in HR/CMS including benefits administration, specifically working knowledge and experience with FMLA, Workers' Compensation and insurance enrollments.
- Strong consultative and presentation skills to ensure high quality customer service.
- Ability to exercise effective judgment and discretion in handling confidential materials, and sensitivity to changing needs and situations.
- Ability to work effectively in a dynamic, time-sensitive, high-volume environment.
- Ability to communicate effectively in both written and oral expression to convey information.
- Advanced skills in Microsoft Word and Excel.
- Knowledge of state government and interrelationships between agencies.
- Experience working in a union environment.
- Organizational skills including ability to manage multiple tasks and assignments simultaneously.

- Valid driver's license and a means of travel to regional offices within the state of Massachusetts to conduct orientations and presentations as needed.
Work Schedule:Monday through Friday, 8:45 a.m. - 5:00 p.m.

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.
III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
V. A Doctorate degree in a related field may be substituted for the required experience.
