Financial Crime Risk Management
Job Description:
The Head of FCRM Digital Assets Program is accountable for developing and implementing a comprehensive financial crime risk management program for Digital Assets capabilities. This role leads the FCRM efforts surrounding the digital asset strategy across the enterprise including execution of controls and procedures to identify, manage and report financial crime related risk.
Depth & Scope:
- Provides people management leadership by hiring the best talent, setting goals, developing staff, managing employee performance and compensation decisions, promoting teamwork and handling any/all disciplinary actions, as required
- Responsible for developing and implementing a comprehensive financial crime risk management program for Digital Assets capabilities across the enterprise ensuring TD remains at the forefront of Digital Assets service offerings, including cryptocurrencies, stablecoins, tokenized bank deposits, digital currencies and tokenized assets
- Establishes guidelines for Digital Asset transactions with specific provisions for integrating cryptocurrency services, ensuring secure, compliant and customer-focused delivery of digital financial services while managing associated financial crime risks
- Leads the enterprise-wide execution of controls and procedures to identify, manage and report financial crime related risks in connection with TD's Digital Asset Strategy, including the assessment of new transaction monitoring capabilities, emerging technologies, use of AI and machine learning while providing support during the identification of new investigation techniques to mitigate the aforesaid risks
- Acts as the enterprise advisor and representative of FCRM in all Digital Asset related activities, providing support on digital asset related initiatives offered directly by TD or through partnerships with technology relate entities, as per TD's Digital Asset Strategy
- Facilitates the acquisition of new Digital Asset customers, establishing monitoring controls and participating in enhanced due diligence processes for new and existing customers across the enterprise
- Ensures a consistent implementation of financial crime related controls for Digital Assets across all countries and regions following TD's Digital Asset Strategy, including the development and on-going review of an FCRM Digital Assets Risk Appetite and related standards
- Represents TD's FCRM Unit at industry forums related to Digital Asset technologies and services
- Assists the FCRM Training Unit developing training materials and communication materials to increase the awareness of FCRM related risks as per TD's Digital Assets strategy
- Provides support to the FCRM Business Oversight VPs and Know Your Customer VP in the assessment and approval of new Digital Asset clients and partnerships to expand TD's blockchain payment capabilities
- Partners with the Global Sanctions Screening AVPs and enterprise Sanctions team on the identification of monitoring and reporting activities related to TD's Digital Asset Strategy
- Works with the AVP of Modeling & Advanced Analytics and the AVP of Detection, Coverage and Detection Risk of the FCRM Monitoring Coverage & Capabilities Unit, to deploy new transaction monitoring technologies for digital assets
- Partners with the FCRM Investigations VP and AVPs, on the identification of new typologies and investigations on existing Digital Asset clients at the enterprise level
- Participates in the Digital Assets House View definition and working groups with TDs business heads and TD Cowen teams
Education & Experience:
- Law Degree (preferred)
- 15+ years of experience on the financial crimes industry or law enforcement related experience dealing with digital asset investigations.
- Deep knowledge around the regulatory framework surrounding the digital assets in the US, Canada or EU, preferably with understanding of AML related components of such regulations.
- Understanding of the interaction between digital asset regulatory bodies and financial institutions, including CFTC, FRB, OSFI, TCH and industry associations such as American Bankers Association, Canadian Bankers Association, Bank Policy Institute, etc.
- Understanding of digital assets categories including cryptocurrencies, stablecoins, tokenized bank deposits, central bank digital currencies, tokenized central bank reserves and tokenized assets/tokenized real-world assets
- Experience on dealing with complex AML regulatory reviews or law enforcement related interaction, as permissible by US regulations
- Sound judgement on regulatory relationship management and reputational risk
- Experience on complex AML investigations related to transactions with digital assets or with clients that offer digital asset related services
- Excellent presentation and analytical skills, including public speaking experience
- Strategic vision to the business and function with understanding of best practice risk management techniques and framework
- Ability and experience in managing geographically dispersed and highly varied customer and product base
- Ability to collaborate and work dynamically across country, region, business and group stakeholders
- Understanding of new and emerging transaction monitoring technologies used by law enforcement and/or financial institutions to monitor, identify and report potentially suspicious activities in connection with digital assets
