Environmental Regulatory Engineer

ENVIRONMENTAL REGULATORY ENGINEER

RESPONSIBILITIES:

  • Ensure measures from existing and future site operational regulatory requirements are fully implemented, tracked and reported
    • Implement project Special Conservation Measures (SCMs) and Terms and Conditions (T&C) from USFWS Biological Opinion
      • Oversee SCM and T&C program including, implementing, tracking and reporting measures as well as overseeing required biological monitoring work
    • Maintain compliance with Section 106 Programmatic Agreement
    • Maintain site operational compliance plans including Storm Water Pollution Prevention Plan (SWPPP) and Spill Prevention Control and Countermeasures Plan
    • Any other applicable environmental-related agreements related to site operations or launch licensing 
  • Identify and determine the need for permits or consultations that are required by the federal, state, and county for operations at Starbase

  • Identify the need for surveys or assessments required for development or operations including delineating wetlands, identifying cultural resources and potential wildlife habitat
  • Coordinate and manage contractors for surveys. Review and maintain reports and other relevant records from such surveys
  • Draft permits in consultation with internal stakeholders, consult and file permits with federal, state, and county, and maintain relevant records
  • Develop and maintain compliance with all applicable regulations
  • Assist the Environmental Health and Safety team with site operational compliance as needed  
  • Knowledge of the National Environmental Policy Act (NEPA)
  • Develop and maintain positive relationships with federal, state, and county officials
  • Develop and maintain positive and close working relationships with engineering teams across the site
  • BASIC QUALIFICATIONS:

    • Bachelor’s degree
    • 3+ years of professional experience in the design, development, and/or general operational oversight of environmental science disciplines

    PREFERRED SKILLS AND EXPERIENCE:

    • Engineering degree
    • Demonstrated experience in National Environmental Policy Act documentation (NEPA)
    • Experience with section 404 permitting, and Endangered Species Act compliance experience 
    • Experience with following agencies: EPA, CERCLA, RCRA, DOT, TCEQ, TRRC, RWQCB, USACE, NPS, USACE, USFWS
    • Strong written and verbal communication skills
    • Understanding of project plans, specifications, and construction workflow
    • Able to work well in an integrated collaborative team environment, including frequent interactions with other engineers, managers, federal, state and county agencies
    • Highly self-motivated and able to prioritize and execute tasks in a high-pressure environment with ongoing drive for continuous improvement in all aspects of work

    ADDITIONAL REQUIREMENTS:

    • This is not a remote or hybrid position and will require relocation if not already local to the Brownsville, TX area
    • Position occasionally requires the ability to work extended hours and weekends when needed

    COMPENSATION AND BENEFITS:

    Pay range:

    Environmental Health & Safety Engineer/Level I: $95,000.00 - $115,000.00/per year
    Environmental Health & Safety Engineer/Level II: $110,000.00 - $130,000.00/per year

    Your actual level and base salary will be determined on a case-by-case basis and may vary based on the following considerations: job-related knowledge and skills, education, and experience.

    Base salary is just one part of your total rewards package at SpaceX.     ITAR REQUIREMENTS:

    • To conform to U.S. Government export regulations, applicant must be a (i) U.S. citizen or national, (ii) U.S. lawful, permanent resident (aka green card holder), (iii) Refugee under 8 U.S.C. § 1157, or (iv) Asylee under 8 U.S.C. § 1158, or be eligible to obtain the required authorizations from the U.S. Department of State.
