What's the role

As a Right of Way Technician, you will execute physical response to One Call excavation tickets in accordance with the SPLC Pipeline Inspection & Maintenance manual. You will also identify external threats to pipeline integrity and provide recommendations for mitigation. The role requires the ability to communicate well at all levels in the organization and strong discipline.

What you'll be doing

Your role is considered an "individual contributor" position; however, there will be situations where it is necessary to lead contractors, inspectors and field personnel in the execution of ROW excavation and maintenance work. Additionally, much of the work is self-driven; teamwork is a must within this group. You will be on a team supporting the pipelines, stations, and other pipeline facilities within the assigned geographic area. Generally, these activities include Damage Prevention, Emergency Response, documentation, and DOT inspections, and participating in Public Awareness activities. The role requires the ability to communicate well at all levels in the organization and strong process discipline.

Duties will include, but are not limited to:

  • Complete Permit to Work documents as needed
  • Perform all work in a safe manner to achieve Goal Zero
  • Ensure all physical conditions and ROW activities comply with State, Federal, and Shell regulations
  • Responsible for Damage Prevention Activities which includes but not limited to monitoring and responding within the required timeframe to one-call tickets, meeting with 3rd party contractors to mark lines prior to excavation and construction activities and perform standby to monitor the work when necessary
  • Responsible for completing PL-799 form to document communication with contractors excavating or performing work on Shell ROW or near Shell assets
  • Responsible for completing PL-746 form to document all exposed piping and communicating with other staff to update alignment drawings
  • Respond to ROW emergencies immediately and complete necessary documents
  • Responsible for maintaining and managing physical condition of ROW, which includes but not limited to evaluate vegetation status, maintaining ROW markers and signage, reporting obstruction and encroachments on ROW, identify and coordinate washout repairs
  • Communicate with Air Patrol to respond to reports of encroachment or activity by 3rd parties on ROW
  • Responsible for Public Awareness activities on ROW; including maintaining contact and relationships with Landowners and Emergency Responders and attending community awareness events
  • Actively support and participate in the LEAN processes, audits, inspections, and other Pipeline Initiatives
  • Complete and stay in compliance with all required Federal, State, and Local regulations and Operator Qualification, Measurement Policies & Procedures, and HSSE training and standards
  • Duties may vary based on product, location, and on/offshore

What we need from you
  • Must have legal authorization to work in the US on a full-time basis for anyone other than the current employer
  • Must have minimum of 2 years' experience working in damage prevention or operations
  • High School Diploma or equivalent is required
  • Prefer AA degree in Process Technology, Pipeline Integrity, Corrosion, or Industrial/Mechanical field
  • Prefer NACE Level 1 Certification
  • Prefer certification in Test Lead installation
  • Experience demonstrating safe work practices and compliance in a hazardous work environment
  • Proficiency in MS applications (PowerPoint, Word)
  • Have a strong working knowledge of pipeline operations, maintenance, and construction activity such that they can monitor and oversee 3rd party activities
  • Required experience in conducting Job Hazard Analysis
  • Preferred experience in obtaining and issuing Work Permits
  • Preferred experience overseeing and influencing 3rd party contract workers
  • Must have proficiency working on a computer, using standard operating programs, and entering information into systems
  • Must be proficient in planning, coordinating, and executing a fast-paced daily work schedule
  • Must demonstrate written and verbal communication skills required to work well and influence others
  • Must have demonstrate experience working in an environment which requires multi-tasking and the continuous re-prioritization of work tasks due to the demand of keeping the systems operational
  • Daily activities may include heavy lifting, bending, kneeling, squatting, crawling, standing, walking on uneven ground, climbing, twisting, pulling and pushing
  • Must have the ability to use a probe bar for locating underground pipelines
  • Report to work whenever requested, and work extended hours if required, including holidays
  • Be available/on-call for emergency response and reactive maintenance activities
  • Be available for night shift as necessary
  • Work outdoors in adverse weather conditions in summer and winter
  • Working and driving in highly congested traffic areas on city streets as well as remote areas
  • Depending on location, duties could include exposure to marine environment
  • Must be able to respond to emergencies within reasonable time
  • Must have a valid driver's license
  • Must be able to obtain a TWIC card
  • Must be able to obtain Hazardous Materials Certification
  • Must be able to obtain a HAZWOPER/OPA First Responder Certificate
  • Must be able to pass a driver's license background certification from fleet services and maintain driving privileges

The base salary range for this position is $84, 000 - $126, 000 per year. Individual pay will be based on various factors, such as relevant work experience, education, certifications, skill level, seniority, and internal equity.

For regular full-time or regular part-time employees of the Company (participating companies as listed in the Summary Plan Description), insurance coverage options include medical, dental, vision coverage, life Insurance, Business Travel Accident Insurance, and Occupational Accidental Death Benefit programs. Employees also participate in a company pension plan and a 401(k) plan. Paid leave includes up to 6 weeks of paid vacation time, up to 11 paid holidays, and parental leave offering 16 weeks of paid leave for birthing parents, and 8 weeks of paid leave for non-birthing parents.

Additionally, employees are eligible for short-term disability leave for up to 26 weeks at 100% or 50% of base pay as well as Long-Term Disability insurance. Shell also offers other compensation such financial reimbursement for adoption, wellness, education, and personal learning expenses, and some roles are eligible for discretionary long-term incentives. For interns, eligible benefits include medical, dental, and vision coverage, life insurance, Business Travel Accident Insurance, and Occupational Accidental Death Benefit programs; participation in a 401(k) plan; and paid leave for up to 11 paid holidays.
