Job Description:

What's the role?

Reporting to the Regulation Manager, the Advisor: Trade Controls (Customs) & Financial/Energy Regulations is responsible for supporting the business and indirect tax with the management of the workflow, processes and tools used to ensure quality handling of all Customs matters in line with the local legislation and global/regional Customs Policy.

Additionally, the individual is responsible for assisting with Financial & Energy Regulatory compliance as needed.

What you'll be doing

  • Trade Controls & Financial/Energy Regulation Advisor will be expected to:
  • Implement and manage Shell Trading Customs policies and processes based on best practices and frameworks.
  • Specific implementation of controls with regard to non-preferential and preferential origin management (including controls and documentation of certificates of origin) as well as management of products affected by trade defence measures (i.e.: anti-dumping, anti-subsidy).
  • Specific implementation of controls with regard to customs classification of commodities traded by Trading & Supply in accordance with global/regional polices including oversight of the PLM process.
  • Building internal compliance documentation guidelines, training resources and providing import/export compliance support to operations teams and first line escalation for the Customs & Excise team.
  • Recommend and monitor measures to secure the optimum import duty regime via the use of Customs regimes such as Inward Processing, Outward Processing, Customs Warehousing, Free Trade Zones etc.
  • Collaborates on internal audits, risk assessment and other assurance activities
  • Liaise with IT team to enhance Customs aspects within the Shell's IT environment/ ERP system and trading platforms
  • Keep up to date with Customs regulatory changes and best practice; identify risks and opportunities and recommend actions
  • Work with the Trade Compliance team and Indirect tax to remedy any potential non-compliance or concerns including breaches
  • Monitor the control framework for customs brokers used by the company in order to assist operational team with local customs compliance work
  • Advise traders and operators on Customs compliance queries
  • Develop and carry out Customs training for traders, operators, and local personnel, raising awareness on the Customs function and risks
  • Assist the local Financial Regulation Team as needed with, CFTC Regulations, and RFI's from the relevant exchanges.
  • Be an active, effective and collaborative member of the Global Trade Controls Team and local Financial Regulations Team.

What we need from you
  • The candidate must have legal authorization to work in the US on a full-time basis
  • Education to degree level or above or equivalent 5 years of work experience is preferred
  • Experience in interpreting customs and financial regulations for a trading environment
  • Excellent interpersonal skills, able to communicate with tact and diplomacy and build effective relationships with stakeholders at all levels whilst maintaining independence and tenacity of approach.
  • Ability to collaborate effectively and at pace
  • Ability to build a shared vision across multiple functions and motivate/coach staff to deliver against it
  • Ability to effectively deliver through others - this role has no direct reports
  • Strong problem-solving and change management skills
  • Initiative and the discipline to effectively prioritize projects and conflicting demands

What we offer

The base salary range for this position is $113,000 - $169,000 per year. Individual pay will be based on various factors such as relevant work experience, education, certifications, skill level, seniority, and internal equity.

For regular full-time or regular part-time employees of the Company (participating companies as listed in the Summary Plan Description), insurance coverage options include medical, dental, vision coverage, life Insurance, Business Travel Accident Insurance, and Occupational Accidental Death Benefit programs. Employees also participate in a company pension plan and a 401(k) plan. Paid leave includes up to 6 weeks of paid vacation time, up to 11 paid holidays, and parental leave offering 16 weeks of paid leave for birthing parents, and 8 weeks of paid leave for non-birthing parents.

Additionally, employees are eligible for short-term disability leave for up to 26 weeks at 100% or 50% of base pay as well as Long-Term Disability insurance. Shell also offers other compensation such financial reimbursement for adoption, wellness, education, and personal learning expenses, and some roles are eligible for discretionary long-term incentives. For interns, eligible benefits include medical, dental, and vision coverage, life insurance, Business Travel Accident Insurance, and Occupational Accidental Death Benefit programs; participation in a 401(k) plan; and paid leave for up to 11 paid holidays.
