What Your Job Will Be Like:
Are you a passionate leader looking for your next exciting opportunity? We want you to join our team as the Senior Manager of the Emergency Management organization. You will lead the management and implementation of the DOE O 151.1E, Comprehensive Emergency Management System for Sandia National Laboratories. In this role you will be responsible for establishing and sustaining a comprehensive emergency management system encompassing over 800 buildings and numerous remote sites across the United States.
On any given day, you may be called on to:
- Serve as the Senior Manager for the Emergency Management Organization and provide direction and leadership for all aspects of Emergency Preparedness, Emergency Operations, Emergency Planning and Assurance, Continuity of Operations Program, and Workplace Violence Prevention Program.
- Lead all aspects of emergency facilities and equipment/systems to include readiness of the primary and alternate Emergency Operation Center (EOC), 24/7 Emergency Management Communication Center, and Emergency Response Organization, to include executive-level EOC Policy Group.
- Serve in a leadership role as an Emergency Director for real-world activations of the Emergency Operations Center and provide expertise in all aspects of incident management and coordination and emergency operations.
- Update and execute a comprehensive Strategic Plan (5-Year Plan) as the road map that defines a strategic approach for comprehensive Emergency Management, supporting risk-based planning, mitigation, and continuous improvements.
- Maintain and oversee a transparent and strong relationship with the Department of Energy, National Nuclear Security Administration Sandia Field Office to meet programmatic and regulatory requirements.
- Strategically plan and forecast a multi-year readiness assurance program that integrates comprehensive management assessments, performance-based evaluations (exercises), and program metrics for a complete analysis on the health of the emergency management program.
- Integrate emergency management program requirements across other key functional areas (e.g., Radiation Protection, Industrial Hygiene, Environmental, Biological Safety, Medical, Facilities, Safeguards and Security, Cybersecurity) to strengthen preparedness and resiliency across the Labs.
- Ensure that issues, concerns, and deficiencies are corrected in a timely manner.
Due to the nature of the work, the selected applicant must be able to work onsite.
Salary Range:
$184,400 - $313,700
*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.
Qualifications We Require:
- Bachelor's degree in emergency management, homeland security, public safety, emergency service administration, or other relevant discipline, plus (10) or more years of relevant experience, or equivalent combination of education and experience
- Three or more years of demonstrated leadership experience in Emergency Management
- Knowledge of the National Incident Management System (NIMS) and Incident Command System (ICS) principles, concepts, and terminology
- Must be willing to serve on the Emergency Response Organization (ERO) in a rotating on-call capacity
- The ability to obtain and maintain a DOE Q-level security clearance. May require obtaining a SCI-level clearance.

Qualifications We Desire:
- Master's degree in emergency management, homeland security, public safety, emergency service administration, or other relevant discipline
- Certified Emergency Manager (CEM) or other relevant certifications
- Experience developing and implementing emergency management programs in accordance with DOE Order 151.1C/D/E, ¿Comprehensive Emergency Management System¿
- Experience leading or working in an Emergency Operations Center or command center environment
- Demonstrated experience developing strategic objectives and goals and leading change in a fast-paced environment
- Experience leading multidisciplinary teams to deliver results
- Knowledge of the Laboratory's mission, programs, capabilities, and unique hazard
- Proven ability in establishing trust-based and effective relationships with staff, stakeholders, regulatory oversight, and all levels of management
- Experience in establishing a comprehensive emergency management system to handle the wide range of hazards, threats, and complexities related to emergency preparedness and emergency response
- Proven ability to analyze resources and coordinate assistance from various organizations or agencies to mitigate risk to people, property, and environment in response to emergencies, disasters, disruptions, and crisis
- Demonstrated experience interfacing and collaborating with a broad range of stakeholders to include senior-level Labs and federal leadership, and local, state, and federal agencies
- Demonstrated effective oral, analytical, written, and communications skills through practical experience providing presentations to senior/executive-level management, public speaking, or delivering training courses
About Our Team:
The Emergency Management organization includes over 50 emergency management professionals, and you will have the opportunity to engage across our 14,000+ member workforce to ensure emergency management requirements are met for programs critical to National Security. The Emergency Management organization is responsible for protecting the workforce, public, property, and the environment from all-hazards through the implementation of all phases of emergency management: preparedness, response, recovery, and mitigation.
