The Opportunity

Portland Public Schools is seeking a talented school leader with experience in leading an increasingly diverse school. The successful candidate will demonstrate leadership practices that support collaboration, data-driven decision making, family and community engagement, innovation, and teamwork-oriented approaches, with a racial equity and equality-focused lens. The successful candidate will also demonstrate an awareness of the intersectional identities multilingual learners possess and the historical inequities they have experienced. The principal at Scott Elementary will continue to establish a learning environment that promotes academic excellence and the personal growth of every student and staff member. This school principal position is under the supervision of the Office of School Performance and is supervised by the assigned Senior Director of Schools.

School Description

Scott Elementary School is a diverse community that serves nearly 500 students in the Roseway and Cully neighborhoods. The school and surrounding homes have a rich history, and celebrate the diversity of its students and families. A highlight of the school are their two co-located programs: English Scholars and Spanish Dual-Language Immersion Scholars. Student cultures are also celebrated in the robust enrichment program that includes art, physical education, dance, music and library.

Spanish Immersion students experience the same curriculum as students in English-only classes. The difference is that they spend part of their day learning in Spanish and part of the day learning in English. Generally, kindergartners spend 90% of their class time learning in Spanish, and by middle grades the ratio is 50% Spanish and 50% English.

The school enjoys strong advocacy and support from parents, as well as the talented and committed staff members who have a strong tenure within the building. Staff are focused on professional learning communities and scaffolding instruction for all students with the support of bilingual reading and math interventionists. There is an active and vibrant PTA (Parent Teacher Association) that supports the school through advocacy work and fundraisers.

Principal Responsibilities

A school Principal provides educational and instructional leadership to the students, staff, community, and stakeholders served by the Portland Public Schools. Principals may be assigned to Elementary, Middle, PK-8, High, or other schools under the jurisdiction of the district and through articulated and measurable Educational Leadership Standards. The school principal is a strong leader with high ethical standards who understands and models culturally responsive leadership competencies. The principal is a highly skilled communicator who creates connections and maintains effective working relationships with students, parents, administrators, staff, community members, and the public.

These responsibilities do not describe all duties performed by the school principal. This summary provides examples of typical tasks performed in this classification.
  • Collaboratively develops, implements, and communicates a shared vision and mission.
  • Plans, develops, and supervises the instructional programs of the school within the policies, guidelines, rules, and regulations of the School Board, Superintendent, State Board of Education, and state and federal regulations, including curriculum, teaching materials, and methods necessary to meet the Oregon requirements.
  • Articulate the school's vision to the community and solicit its support in accomplishing the mission; use appropriate and effective techniques to encourage community and parent involvement.
  • Lead development of school improvement plans with staff, parents, and community members; develop, maintain, and use information systems to track progress on school performance objectives and academic excellence indicators.
  • Creates and maintains a welcoming inclusive school and community that reflects and supports the racial and ethnic diversity of the student population and communities served; communicates effectively with students, staff, and parents. Develops positive and productive relationships with all stakeholders and involves them in school decision-making.
  • Collaborates with the administrative leadership team that reflects diverse perspectives, nurtures, and sustains a culture of trust, learning, and high expectations.
  • Support District initiatives and priorities aligned with implementing equitable access to rigorous curriculum standards, programs, and materials regardless of a student's race or achievement levels.
  • Ensures the implementation of district and state assessments and facilitates a schoolwide accountability system to monitor every student's academic and social success.
  • Uses data analysis to identify equity and achievement gaps, define goals, and assess organizational effectiveness, in order to promote organizational learning and to drive improvement efforts (e.g. RTI, PLCs).
  • Develops and implements multi-tiered systems of support for the academic, social-emotional, and behavioral well-being of all students in a safe environment conducive to learning and educational development.
  • Leads development, evaluation, and improvement of instructional programs which provide access and support to rigorous and culturally relevant instruction for all students.
  • Regularly observe classroom instruction and work to improve employee performance as principal evaluator for employee evaluation systems.
  • Actively engage and advocate for historically underserved families of color, including those whose first language may not be English, as essential partners in their student's education, school planning, and decision-making.
  • Develop measurable goals for student growth; align with PPS Strategics and/or the PPS Racial Equity and Social Justice Framework; collect baseline and progression data to identify and implement strategies for improvement. Identify implementation actions and regularly report on progress.
  • Oversees or delegates all school operations, including daily school activities, the development of class schedules, teacher and school support staff assignments, and extracurricular activity schedules.
  • Supervise and support instruction by providing professional development to strengthen employees' knowledge and skills for accelerating achievement for all students and eliminate historic barriers; establish instructional systems for monitoring student progress, assessment, and accountability to eliminate the effects of institutional racism.
  • Utilizes the District's professional growth and evaluation systems to monitor and evaluate the impact of instruction. Engages teachers and support staff in reflective dialogue to develop and improve effective teaching methods.
  • Partner with Human Resources in recruiting highly qualified job applicants and making recommendations for hire. Ensure a fair and equitable interview and selection process for open positions. Create a welcoming and supportive environment for new employees.
  • Effectively manages and reports on various school budgets and finances; ensures compliance with PPS procedures, policies, and state and federal requirements. Manage a positive student behavior system; promote social justice; ensure student discipline is appropriate and equitable.
  • Represent the district and assigned school in meetings, workshops, conferences, and professional activities at and away from the school site as appropriate.
  • Use District Information Technology (IT) systems to perform routine tasks, such as performance management assessments; accessing financial reports; student data systems; and managing school staffing and budget information.
  • Demonstrates a commitment to one's personal growth and learning.
  • Perform related duties as assigned.

Required Knowledge and Abilities
  • Increase learning outcomes for students using Professional Learning Communities and data-driven instructional practices
  • Engage with both the staff and community to deepen and expand partnerships, supports, and resources for families and students
  • Collaborate with teams to set goals and measure progress, model continuous learning and improvement and develop school culture for staff and students
  • Maintain the district's strategic plans in alignment with the PPS reImagined Vision

Minimum Qualifications
  • A valid administrative license issued by TSPC (or ability to obtain by start date)
  • Master's Degree
  • A minimum of five (5) years of successful teaching experience and three (3) years of successful assistant principal leadership experience in an educational setting with demonstrated results in improving the academic performance of students.

Preferred Qualifications
  • A background in literacy instruction

Salary

This position is classified as Principal K-12, on the Licensed (Certified) Administrator Salary Schedule (for 233 days) FLSA Exempt.

Applicants who are successful through the screening process will receive an invitation to an in-person district interview, which will consist of various activities. Applicants who are successful at the district interview stage may be part of the finalist pool that participates in school-based openings as they become available. All finalists will interview with the Superintendent, who has the final decision.

Principals requesting a different work assignment DO NOT have to go through the screening process but will need to apply to the Principal Pool posting. (Assistant or Vice-Principals interested in a Principal Role will need to complete our screening process and apply to the Principal Pool posting).
