The Program Manager/(Sr.) Engineer/Analyst I (II) will work closely with the Interconnection Analysis groups to improve the efficiency of their work functions in support of the PJM Interconnection Process. The PJM Interconnection Process involves the study of various types of New Services Requests which are submitted by Project Developers. The proposed interconnections are evaluated by the Interconnection Analysis groups for compliance with NERC and RFC standards as well as PJM and Transmission Owner planning principles. The Program Manager/(Sr.) Engineer will support the main goals and objectives of the Interconnection Analysis departments by managing study activity and resources, coordinating work with other PJM departments and neighboring Independent System Operators (ISOs), communicating with Project Developers, as well as monitoring and reporting group progress while ensuring quality.

Essential Functions:

Project Management:

  • Contractor Management: Manage the onboarding and off-boarding of our contractor pool that supports the technical analysis work. Includes tracking rosters and overseeing invoicing and timesheet processing.
  • Interim Deliverability Studies: Monitor the Interim Deliverability study process to ensure all requests are captured and studied appropriately. Ensure timely progress on studies with either PJM analysis engineers or consultants. Coordinate schedules with PJM Markets and communicate results to Project Developers.
  • Affected Systems Studies: Coordinate and facilitate meetings with neighboring ISOs on required Affected Systems studies for new interconnection requests. Ensure proper Affected Systems studies are performed for both PJM and neighboring ISO interconnection projects.
  • Support other Project Management activities for the IPA group monitoring scope, cost, invoice processing and schedule.

Interconnection Process Support:

  • Support necessary revisions to the PJM Tariff regarding the interconnection analysis process.
  • Support PJM business practice manual development, updates and communication to stakeholders.
  • Prepare reports and presentations to support activities of the Interconnection Analysis groups.
  • Identify, coordinate and assist with the development of process improvements.
  • Work with other members of the System Planning Division to resolve process coordination issues.
  • Create, update and maintain the desk side documentation.
  • Lead coordination meetings and joint efforts

Characteristics & Qualifications:

Required:

  • Bachelor's Degree
  • At least 5 years of experience in an advanced project or program management role
  • Exceptional leadership, time management, facilitation and organizational skills
  • Demonstrates strong problem solving skills and written and verbal communication skills
  • Ability to produce high-quality work products with attention to detail
  • Ability to work with project management and finance software

Preferred:

  • PMP Certification
  • Experience with PJM operations, markets, and planning functions
  • Bachelor's Degree in Engineering, Electrical Engineering or equivalent, applicable work experience
